r <br />March 23, 1972 <br />TO: Mr. Thomas Lewcock Village Manager <br />FROM: Quentin K. Wood, Director of Public Works/Engineer <br />RE- Grading of Property West of Silver Lake Road and North< <br />of County Road E <br />Attached-is a letter from Universal Sales Inc., permittee, <br />regarding their thoughts for use of this site. <br />Universal Sales Inc. is a contract purchaser of the property <br />presently owned by Timberline Enterprise§ Inc. (Rod Billman <br />et al). Skyline Builders Inc. proposes to be the developers of <br />the property. <br />Universal Sales Inc. has agreed to a request of the Village to <br />refrain from further grading-of their property until April 1, <br />,c 1972. During the period of inactivity, Universal Sales was <br />requested to bring forward their plan for development of the <br />area. Their answer which-is-contained in the letter is indef <br />inite at this time.r•?, The Village has made periodic surveys of <br />the excavating and filling to determine compliance with the <br />approved plan. These surveys were brought up to date during <br />this period of inactivity. <br />The present grading plan for which they have been issued a permit <br />has two major control factors--the Minneapolis Reservoir on'the_ <br />west, which is relatively high at an average property line <br />elevation of 1040 to 1060, and Silver Lake Road on the east, <br />whi.ch is lower and varies in elevation from 960 to 980. <br />I,The,grading plan provides that the west portion of the property <br />will be graded down at a 30 percent grade from the Minneapolis <br />Reservoir property to toe of slope elevation of 1000. From the <br />toe of the slope easterly to Silver Lake Road the average slope <br />would be 3 percent or 3 feet in 100 feet. Minneapolis Water <br />Department was contacted prior to issuance of the permit to <br />determine if the 30 percent.slope to their property was accept- <br />able. They stated that it was satisfactory and presented no <br />problem. <br />A
