<br />I <br /> <br />I <br /> <br />I <br /> <br />Counci 1 Meeti g Minutes <br />October 25, 988 <br /> <br />Announcement <br /> <br /> <br />dates <br /> <br />Benke mentio ed on November 10, 1988, the Council is invited to <br />attend a reco nition dinner at Robert lee's for Gene Skiba, retiring <br />New Brighton Bulletin Editor. <br /> <br />The Human Ri ghts Commi ssi on has sent t:le Council a noti ce of a <br />proposal to on duct a essay contest for New Brighton el ementary <br />students on he subject of liThe Meaning of Martin Luther King Dayll. <br /> <br />Brandt ackno 1 edged that the Ramsey County Charter Commi ss ion is <br />still reviewing the charter. One issue discussed was the question <br />of Ramsey Co nty having decision power over planning and zoning <br />issues. Brandt is concerned about this issue, and feels this power <br />could limit the kind of development preferred within the City's <br />boundaries, nd should remain a City function. <br /> <br />Benke sugges ed discussing this issue with the Metropolitan Council, <br />State Planni g Agency, and the League of Minnesota Cities. <br /> <br /> <br />Brandt would like to make clear that the commission, as a group, did <br />not take thi position, but this subject did bring up some lively <br />discussion. At the meeting, a met:lber of the Charter Commission <br />mentioned th t he felt the Metropolitan Council has become weak in <br />the area of land use planning. <br /> <br />Williams men ioned that all plans pertaining to the use of sewer and <br />other urban systems are requi red by 1 aw to be revi ewed by the <br />Metropolitan Council. <br /> <br />Benke encour ged the Charter Commission to draw on the resources of <br />the agencies later discussed. <br /> <br />The League 0 Minnesota Cities is hosting a Legislative Policy and <br />Priority Ad ption meeting on Novembel" 17, 1988, at the Hotel <br />Sofitel; and encouraged the Council to attend this session.
