ATONEMENT LUTHERAN CHURCH <br />Plot And Landscape Plan <br />Administrative Discussion: <br />The property in question is proposed to be accessed from three <br />points. The Village ordinance prohibits more than two to a <br />parcel but because Rice Creek Road and Mississippi Street are <br />both County roads we have no direct control over curb cuts on these <br />streets. <br />The "Transportation and Thoroughfares" section of the Comprehensive <br />Plan states that access to private property from arterials should <br />be discourged, although it may be permitted to large developments. <br />Both Rice Creek Road and Silver Lake Road are classified as minor <br />arterials. <br />At the present time there is a curb suppression at the point <br />where the proposed driveway is to be located and it seems that <br />it is being used for access to the property., The Village Engineer <br />believes that the existing curb suppression may have originally <br />been placed at the location of a proposed Village street. At any <br />rate, it should be noted that the existence of a curb suppression <br />is not sufficient to allow a driveway at that spot. Specific <br />permission to access the property at that location would have to <br />be given by Ramsey County. We do not know if the applicant has <br />received this permission. <br />If the Planning Commission determined that one of the proposed <br />accesses is undesirable, it could recommend to the Council that <br />a condition be attached to the special use permit providing that <br />no access be provided to the property from Silver Lake Road. <br />As the Planning Commission has in the past expressed concern <br />regarding driveways and curb cuts along County roads, this may be <br />an appropriate time to discuss ways in which the Village might <br />have an input into the decisions regarding such accesses. At <br />present, application for accesses from County roads are made by <br />the property owner to Ramsey County and the County makes the <br />decision. The municipality is not consulted. If the Planning <br />Commission is concerned about these accesses from the many County <br />roads in the Village, it may wish to recommend that the Council <br />direct the administration to contact Ramsey,>.County for the purpose <br />of developing a procedure whereby municipal input could be given <br />before driveways are permitted along County roads.
