Due to engineering considerations it has become
desirable to change site location for the transmitting equipment from the
present location in Golden Valley to a location more to the northern side
of Minneapolis.

It is proposed to improve the property in three steps.

The first step would be to prepare an entrance road, erect an equipment
building of about 15 x 25 feet dimensions, of cement block construction with
a concrete slab floor. It is then proposed to erect a guyed steel trans-
mitting tower to support the various antennae of an initial 567' overall
height. The tower would be triangular in crossection with about a 5' face,
and designed and built by a reputable firm. Lighting will be as required by
the FAA. Brush would be cleared out and the land levelled as necessary within
about a 300' radius of the tower to allow for the installation of the grounding
wires underground. Brush would be cleared and necessary grading done also
in the areas of the guy anchor points.

Growth of brush and weeds would be controlled in these areas to prevent
excessive regrowth, on a regular basis. The area would remain "green" in
nature within the tower guying radius and grounding system. The tower base
area and all guy anchor points would be enclosed in suitable fencing to
prevent unauthorized access. The only access to the tower itself would be
through the equipment building, which will be equipped with metal doors. No
windows are proposed in the equipment building.

Exclusive of land costs and grading and landscaping costs, it is expected
to install about $150,000 in tower, building, and equipment at this time.
This is to service the KTIS-FM facility.

The second step would involve the addition of a second tower, this one of
250' in height with about a 1511 face & of triangular cross-section, as above,
and its associated grounding wires. The area about this tower for about 300'
radius would be prepared and maintained as set forth above. Guy lines would
be similiarly protected. A small building, about 10' square, would be erected
at the base of this tower with access to the tower base through this building
as above. TIlis building would also be of cement block construction, for
housing equipment. All interconnection cables would be carried underground
between the buildings.

Additional equipment installation, exclusive of land preparation costs, would
be about $50,000 in value. This would service the KTIS-AM facility.
