The <br />principal change is in paragraph N. This section sets out the <br />requirement for a master plan to be presented and approved <br />and specifies that a public hearing is needed on the master <br />plan and details what is to be included in the master plan. <br />The section goes on to require Council approval and a public hearing <br />for each puilding permit. This has been inserted in lieu of <br />approval and hearings on each phase of the master plan. It <br />seemed that phases would be very difficult to specify as they <br />are dependent on funding. ,It also seemed that permit requests <br />were likely to come in fora number of buildings at one time, <br />as the Seminary had funding available, so that the effect of <br />having hearings on the permits would be the same as having them <br />on phases. <br /> <br />A sub-paragraph has be~ninserted in this section which allows <br />the Council to set 'off-street parking requirements at the time <br />I <br />each building permit is authorized. This was not directed by <br />the Council but it seemed advisable to insert something dealing <br />with parking at this point since our Zoning Code does not have <br />a parking requirement ;or this type of facility. We had hoped <br />to be able to insert a definite, formula in the permit but/ <br />after talking to Mr. French from Cerny and Associates,it <br />seemed that no one standard was clearly appropriate to control <br />this aspect of the development for many years in the future-. <br />Setting the requirement at the_ time of each building permit <br />approval will allow the Council flexibility to correct any <br />excesses or inadequacies in the parking facilities which have <br />occurred as the result of previous requirements. Themaster <br />plan requires proposed parking areas to be shown so that this <br />will give some guidelines as, to what is to be considered <br />adequate parking. <br /> <br />other changes relate to the mapaetached to the special use <br />permit.
