<br />I <br /> <br />I <br /> <br />I <br /> <br />Counci 1 Meeti ng Mi nutes <br />September 27, 1988 <br /> <br />Council Business, continued <br /> <br />Several issues discussed in the study were: existing and future <br />land use, existing road conditions, traffic forecasts, urban versus <br />rural design, safety and speed, bicycle and pedestrian movements, <br />drainage, access, landscaping, lighting, utilities, noise, transit <br />needs, and renaming of highway. All issues were discussed at each <br />meeting, and representatives from each community brought back their <br />own recommendations. <br /> <br />Even though, there is a lack of consensus between communities, the <br />task force feels the Minnesota Department of Transportation should <br />be aware of these issues. <br /> <br />Benke noted from the report, the conflicting ideas of the overall <br />design of the highway. Mr. Feltstein acknowledged the opinion <br />differences between the communities, but felt more discussion is <br />needed. Benke asked Mr. Feltstein when Min/Dot might be able to <br />fund this project. Mr. Feltstein said the project is not on the <br />five year plan and was not sure of the funding date. Benke asked <br />if there has been an AIS study done; Mr. Feltstein said an AIS study <br />has not been done. Benke felt a complete AIS study is needed to get <br />a full analysis of this project, and felt this could take 8 to 9 <br />years. <br /> <br />Gunderman asked if Mn/Dot has given any guidelines in the <br />improvements recommended. Mr. Feltstein said these guidelines would <br />be at a later phase. Benke explained a scoping study would be the <br />next step in determining the safety, cost, and design requirements. <br /> <br />Gunderman expressed concern of the disagreement between the <br />communities and felt this could cause economic development problems. <br /> <br />Gunderman asked Benke if the Highway 10 and Highway 96 intersection <br />is being study. Benke does not know of a study being done, but feels <br />this is a concern. <br /> <br />Brandt agreed with the recommendations made by the Planning <br />Commission and would support the amended resolution. <br /> <br />Benke felt the communities should resolve their differences without <br />controversy before reviewing this study with Mn/Dot. <br /> <br />Page 11 <br /> <br />Council Business <br /> <br />Highway 96 Report <br />Report 88-283 <br />Resolution 88-109 <br />
