I

Council Meeting Minutes
September 27, 1988

Council Business, continued

The area is generally East and West of 9th Avenue NW between 8th
Street NW and South of 10th Street NW. The existing layout includes
8 single family lots and the proposal is to resubdivide the lots into
11 single family zero lot line lots. The Planning Commission has
reviewed the proposal and final PRD and has recommended approval.

Mr. Gordon Hedlund, Developer, had asked if the Rice Creek Watershed
District had approved the permit. Mattila will be in contact with
Steve Woods, Rice Creek Watershed, and will ask of the progress of
the permit review process. Benke explained that Council approval
of this development is contingent upon the Rice Creek Watershed
permit approval.

I

Williams felt the work done on the convents and the issues were well
done, but continues to express his concern of the development and
the form of the plat. As past Chairman of the Planning Commission,
Williams had previously seen a similar plat. At that time, the
Commission was very concern of the bad soil content, and Williams
still continues to be concerned. Williams hopes the developer takes
every caution in excavating and building these, homes to prevent water
and other problems.

Motion by Benke, seconded by Larson to APPROVE PRO-51 AND PL-176,
SUBJECT TO THE CONDITION OF THE RICE CREEK WATERSHED PERMIT APPROVAL

5 Ayes - 0 Nayes, Motion carried.

Mattil a presented the Hi ghway 96 Task Force Study Report. It
includes several recommendations which would affect New Brighton for
the stretch of Hwy 96 located within the city limits. The Planning
Commission reviewed the Report and was generally in favor of the
report, but had some concerns over the format of the recommendations
and the lack of consensus from all the communities involved.

The Commission felt they would not adopt the model resolution, but
did recommend an amended resolution. The amended resolution is in
the same language as the model, but encourages overall consensus be
reached by the members of the task force regarding the type of
improvements in order to achieve a compatible design and common
identify.

I Mr. Larry Feltstein, Shoreview Planning Commission and Chairman of
the Highway 96 Task Force, said the communities involved are
experiencing increased traffic volumes and attendant problems.

Page 10

Council Business

Gordon Hedlund
R-3B District
Report 88-282

Highway 96 Report
Report 88-283
Resolution 88-109
