<br />Council Meeting Minutes <br />September 6, 1988 <br /> <br />~ <br /> <br />I <br /> <br />Council Business, continued <br /> <br />Kevin Locke presented the Second Reading to Amend the City Code <br />Covering Day Care Facilities in Churches in R-1 Districts. .The <br />City Staff and the City Attorney have met regarding the formal <br />description of what is considered a church. The staff feels the <br />following Ordinance Section would adequately clarify this issue: <br /> <br />Licensed day care facilities located within a church having a <br />minimum of 5,000 square feet of non-residential building <br />area, one acre of lot area and 50 off-street parking stalls. <br /> <br />Brandt asked if the Long Lake Community Church would qualify with <br />the above requirements. Locke has found the Long Lake Community <br />Church does meet these requirements. <br /> <br />Motion by Williams, seconded by Gunderman, TO APPROVE AND WAIVE <br />THE READING, GIVE A SECOND READING, AND ORDER PUBLICATION OF AN <br />ORDINANCE AMENDING THE NEW BRIGHTON ZONING ORDINANCE TO ALLOW DAY <br />CARE FACILITIES AS A SPECIAL USE IN THE R-l DISTRICT PROVIDED THEY <br />ARE LOCATED IN A CHURCH. <br /> <br />I <br /> <br />Locke presented for consideration the contract with Dimension 3 <br />for preparation of a promotional video tape for use in marketing <br />the community for both economic development prospects and general <br />public use. <br /> <br />Motion by Gunderman, seconded by Larson, TO APPROVE AND WAIVE THE <br />READING AND ADOPT THE RESOLUTION AUTHORIZING FINANCING AND THE <br />MAYOR AND CITY MANAGER TO ENTER INTO A CONTRACT FOR PRODUCTION OF <br />A COMMUNITY VIDEO TAPE. <br /> <br />Announcements and Updates <br /> <br />The League of Cities meeting will be held September 12, 1988, at <br />Robert Lee's Restaurant. <br /> <br />The next Council meeting will be held on September 27, 1988. <br /> <br />The Charter Commission had a workshop on September 1, 1988, and <br />Brandt was unable to attend but is listening to the tapes of the <br />meeting. Briefly, the workshop attendees had the following <br />concerns: openness of government, responsiveness of government, <br />I effective and efficient provision of services. Councilmember <br />Brandt will keep the Council further posted on the outcome. <br /> <br />Gunderman commended Benke on an outstanding job he did at the <br />Economic Development Quality Commission meeting. <br /> <br />, <br />Proper updated the Council on the Be" Pole Company testing. Bel' <br />Pole had concerns of the Minnesota Pollution Control Agency's <br />handling of this issue.
