<br />Council Meeting Minutes <br /> <br />September 6, 1988 <br /> <br />Council Business, continued <br /> <br />I <br /> <br />Brandt felt the petitioning process should be open to the public <br />with no restrictions. <br /> <br />Gunderman felt the traffic study did not address the original <br />concerns of the petition. <br /> <br />Motion by Williams, seconded by Larson, to APPROVE THE PALMER <br />DRIVE TRAFFIC STUDY DATED JULY, 1988, AND DENY THE BRIGHTON SQUARE <br />HOMES ASSOCIATION PETITION FOR REMOVAL OF THE NO RIGHT TURN <br />WITHOUT PERMIT SIGNS ON THE SHOPPING CENTER EXITS ON PALMER DRIVE. <br /> <br />Motion by Williams, seconded by Larson to ADOPT THE RESOLUTION <br />ESTABLISHING NO PARKING ZONES ON PALMER DRIVE AND REPLACING THE <br />RIGHT TURN LANE SIGN ON PALMER DRIVE WITH A PAVEMENT WIDTH <br />TRANSITION SIGN. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Kevin Locke, Community Development Director, presented the <br />development proposal of Welsh Companies. Welsh Companies is <br />proposing to build a 26,000 square foot $1.20 million light <br />industrial building on a 1.87 acre site located in the northwest <br />quadrant of the intersection of Highway and Mounds Avenue. <br />I Implementation of this project will require the City to acquire <br />the site and writedown the cost to the developer. Welsh proposes <br />to begin construction March, 1989 <br /> <br />Paul Dunn, Director of Development, Welsh Companies, has been <br />working closely with a firm from Roseville who is interested in <br />this development. This development would bring 25 jobs to the <br />City. <br /> <br />Benke asked how the discussions with the current property owners <br />are going. Mr. Dunn has found the owners to be willing to sell, <br />but an agreement has not been reached yet. <br /> <br />Gunderman asked Locke if this area is becoming oversold.
