The City does not recommend reconnecting Palmer Drive East <br />and West at Robin lane. <br />14. The City does not recommend reconnecting Robin Lane North. and <br />South at Palmer Drive. <br />15. Since the City does not recommend reconnecting Robin Lane and <br />Palmer Drive, the installing of four way "STOP" signs is not <br />an issue. <br />16. Since the City does not recommend reconnecting Robin Lane and <br />Palmer Drive, the painting of white stopline markings at each <br />right lane approach to intersection is not an issue. <br />17. Since the City does not recommend reconnecting Robin Lane and <br />Palmer Drive, the painting of white pedestrian crosswalk <br />markings is not an issue. <br />18. The City will repaint the pedestrian crosswalk in front of <br />the elderly complex on Palmer Drive in Spring '89. <br /> <br />Gunderman made a comment concerning the one entrance/exit of the <br />Brighton Square Shopping Center. Benke said this concern has been <br />brought up several times with no action taken. <br /> <br />Harold Foley, 1301 Pike Lake Drive, questioned the "NO PARKING <br />ZONE" on Silver Lake Road and the first driveways because of <br />numerous truck and delivery vehicle parking along Palmer Lake <br />Drive. Proper said according to the study the main problem of <br />vehicle parking on Palmer Lake Drive was the area of the first <br />curb cuts on Silver Lake Road (Brandywine's and the Fuller Gas <br />Station) and felt this area should be zoned "NO PARKING". <br /> <br />Alan Miner, 1242 Robin Lane, Robin Lane Home Owners Association, <br />agreed with the City's proposal of keeping the "NO RIGHT TURN" <br />sign because of the safety factor involved in large amount of <br />children who attend school in this area. Mr. Miner also asked why <br />the Friday bank traffic was left out of the study, and also felt <br />there should be speed limit signs on Robin Lane between Palmer <br />Drive and 13th Street. Proper explained the study involved only <br />normal instances in traffic, not exceptionally high peak periods. <br />Proper has spoken to Police Chief Kelley regarding the monitoring <br />of speed limits in this area. <br /> <br />Gloria Gooden, 1285 Robin Lane, asked why this issue has been <br />brought before the Council so often these past several years. <br />Benke explained this issue was brought to the Council because of a <br />petition signed by other residents. <br /> <br />Laurie Linert, 1396 Pike Lake Drive, asked what occurred at the <br />August 23rd Council meeting. Benke explained the Council voted to <br />defer the decision of the study to the September 6th meeting. <br /> <br />Larson asked, Jim Thompson, Attorney, if legally there is a way to <br />prevent future attempts to remove the "NO RIGHT TURN" sign.
