<br />City of New Brighton 4 <br />council Proceedings <br />November 26, 1974 <br /> <br />Attorney stated hearing was properly called <br />Bob Halva, chairman of committee regarding the <br />Irondale athletic field, was present to answer <br />council questions and asked that the special use <br />permit be approved without any conditions. <br />Barry Bauer, School Dist. 621 Community Education 10:00 to 10:37 <br />Coordinator, was present to answer council questions <br />Lile Hopkins spoke in favor of the project. <br />Motion by Eagon, seconded by Anderson to close hearing <br />5 ayes - 0 nayes - carried <br />Motion by Eagon, seconded by Fisher to approve <br />special use permit to allow 6 100 foot light poles; <br />4,t !5i0': ..;ft. light pole and 1 70 foot light pole, subj ect <br />to the following conditions: <br />1. Additional parking must be provided at the rate <br />of one space per 5 seats if the seating capacity <br />for the field exceeds 2280 seats~ <br />2. The School District is required to hire as many <br />police officers as the Chief of Police deems <br />necessary for crowd and traffic control on the <br />fields to be used; <br />3. The field lights to be turned off by 11 p.m. unless <br />special approval is otherwise granted by the Council <br />or unless otherwise provided for in a Joint Powers <br />Agreement. <br />Motion by Fisher to grant permit for a period of two years <br />Motion failed for lack of a second <br />Motion by Fisher to amend motion by adding that within <br />two years a special use permit is subject to review by the <br />Council regarding any adverse effect to neighbors and <br />other conditions of the permit. <br />Motion failed for lack of second <br />Motion by Fisher to amend resolution providing that the <br />hours of lighting and the provision protecting adjacent <br />residents is subject to Council review and reconsideration <br />Motion failed for lack of a second <br />5 ayes - 0 nayes - carried <br />Councilman Fisher stated for the record that the <br />conditions adopted as part of the special use do not <br />provide proper protection for adjacent properties and <br />that such protection is intended to be provided as <br />part of special use permit. <br /> <br />
