This project will entail
erection of.6 100 foot light poles , 4 60 foot poles and 1 70 foot
pole.. These. poles exceed the district (height limit established
in Section 10-010(b) and because of the possible detrimental
.effect' of the lights and of the additional traffic which might be
generated by this improvement, the Building and Planning Depa.Ftment
has determined that a special use permit is required under the terms
of Section 10-140(a) of the Zoning Code.

The parking situation is one that does not appear to be a
problem. There are 456 spaces on the site and, at present, 2,000
-permanent seats for the football field.. This provides better
/ than 1 space for each five seats which is the' standard used for
"p:t.~q~15 of assembly" in Section 12-050(f) of the Zoning Code.
~~q~~ion of future permanent seats would probably lead to an
il(l,cieased need for parking. The School District would then have
to install additional parking, or it would have to request a
variance. If the City were to grant such a variance, it would
probably have to prohibit parking on one side of adjacent streets.
A condition could be put on the special use permit notifying the
School District of these facts.

, An obvious concern regarding this proposal is the effect of the
increased light on adjacent properties. The ordinance requirements
in this regard are simply that no light shine directly on adjace~t
properties. We have been assured by the electrical engineer retained
by the applicant that this requirement will be met. What is also
of concern is how much light will be reflected onto nearby
properties. We do not know what this amount will be, nor do we
