We <br />would suggest that~as a condition of the permit, the School <br />District be required to hire as many policemen as the Police Chief <br />may require .for crowd ahd traffic control when the field is to <br />be used. At the present time, Chief Holmes volunteers his own <br />services during football games. The initial feeling of the Chief <br />is that two men will probably be required. <br /> <br />We would also note that the int~nt of this project is to <br />provide a multi-use facility which will be open to various groups. <br />Construction and maintenance responsibilities are to be divided <br />between the School District, the City and the Mounds View Football <br />Association. Apparently, tentative oral agreement was reached <br />between the former Park and Recreation Director, representatives <br />of the School District and representatives of the football <br />association as to the responsibilities of each. Our understanding <br />of this agreement is as follows: <br /> <br />1. The School District is to construct the lighting <br />and pay the operational costs thereof; <br /> <br />2. The City will construct one ag-lime softball field <br />and one practice football field on the School District <br />property; <br /> <br />3. The City will maintain these fields and will receive <br />an annual contribution from the Mounds View Football <br />Association for the reseeding and resodding of these <br />fields; <br /> <br />4. The City willi program the use of these two fields in <br />accordance with School District use policies. <br />
