The Chairman asked about the status of the joint powers agreement. Mr. Halva stated the School District has no use for a lighted softball field so that City use of such a field and a joint powers agreement are likely but that the concern at this point is to get the permit approved. Mr. Bauer noted that a joint powers agreement usually does not enter ~ntil there is to be joint expenditure of funds, and this would not be involved except if the City is to construct a softball field. The Building and Planning Coordinator stated that the original idea was for the City to construct the softball field and this would require a joint powers agreement. He noted that if the City decides against such an agreement then there may be no softball field built and no need for some of the lights. He further noted that if the City is concerned about the extent of the lighting, it may not wish to approve a permit for those unnecessary lights.
