<br />. . <br /> <br />Sp...60 <br /> <br />-3- <br /> <br />November 26# 1974 <br /> <br /> <br />Funds have been included in the 1975 Budget for construction of the <br />fields# however, a joint powers agreement will be needed before we <br />can construct the fields. <br /> <br />This 'facility can be used by all age groups for a wide range <br />of sports activities and will permit the extension of the outdoor <br />season <to late fall and early spring when the sunset is earlier. <br />BecausE:!'of these e,ctended hours# one lighted facility can serve <br />the function of several unlighted ones. <br /> <br />Planninq Commission Consideration ~ 11-19-74) : <br /> <br />The Chairman ~ead the background discussion. <br /> <br />Present ~o represent the applicant were Bob Halva, Chairman <br />of the School District Committeei BarryBaqer, community Education <br />Director: Mark Windson# Architecti Monte Kelly, Electrical Engineer. <br /> <br />in reply to a question by Chairman Parham, Mr. Kelly stated that <br />the proposed lights would not shine directly onto adjacentproperti~s <br />and explained that the pr9posed lights would generate a 220 cones : <br />of light which would be directed at the various fields. <br /> <br />The Chairman asked about the status of the joint powers <br />agreement. <br /> <br />Mr. Halva stated the School District has no use for a lighted <br />softball field so that City use of such a field and a joint powers <br />agreement are likely but that the concern at this point is to get <br />the permit approved. <br /> <br />Mr. Bauer noted that a joint powers agreement usually does <br />not enter ~ntil there is to be joint expenditure of funds, and <br />this would not be involved except if the City is to construct a <br />softball field. <br /> <br />The Building and Planning Coordinator stated that the original <br />idea was for the City to construct the softball field and this would <br />require a joint powers agreement. He noted that if the City <br />decides against such an agreement then there may be no softball <br />field built and no need for some of the lights. He further noted <br />that if the City is concerned about the extent of the lighting, <br />it may not wish to approve a permit for those unnecessary lights. <br />
