<br />$,--,60 <br /> <br />-4- <br /> <br />November 26, 1974 <br /> <br />In reply to another question by the Chairman, Mr. Halva stated <br />that there would be no problem hiring the additional policemen and <br />that he'had talked to both the Athletic Director and the Police <br />Chief who both agreed that two men would probably be sufficient. <br /> <br />The Chairman asked how the lights could be checked to see <br />that they did not shine on the adjac$nt properties. <br /> <br />The Building and Planning Coordinator stated that it may be <br />possible to simply look at the field and see where the direct <br />illumination is but that the best way is to set a standard for the <br />maximum illumination at the property line and check the installation. <br />with a light meter. He also noted that if there were concern about <br />possible adverse effects, the City could require re-review of <br />the permit in one or two years but that it didn't seem there <br />would be much that could be done at that time if there were a <br />problern~ <br /> <br />Mr. Halva asked that execution of a joint powers agreement <br />not be a condition of the permit because that would cause at <br />least a 60 day delay in final approval of the project. <br /> <br />Planninq Commission Recommendation (11-19-74): <br /> <br />Motion by Parham, seconded by Partyka, to recommend approval <br />of SP-60 subject to: <br /> <br />1. Additional parking having to be provided at the rate <br />of 1 space per 5 seats if the seating capacity for <br />the field exceeds 2280 seats; <br /> <br />2. The School District being required to hire as many <br />policement as the Chief of Police deems necessary <br />for crowd and traffic control when the field is <br />to be usedi <br /> <br />3. Field lights being turned off at 11:00 P.M. <br /> <br />Motion carried, 3-0 <br /> <br />Bohling stated that he supports. the project and believes it <br />is needed for the community but that he objects to the limnation <br />on the hours of use of the lights as such limitation is not <br />'imposed on commercial lighting in the City. <br />
