The Chairman asked how the lights could be checked to see that they did not shine on the adjac$nt properties. The Building and Planning Coordinator stated that it may be possible to simply look at the field and see where the direct illumination is but that the best way is to set a standard for the maximum illumination at the property line and check the installation. with a light meter. He also noted that if there were concern about possible adverse effects, the City could require re-review of the permit in one or two years but that it didn't seem there would be much that could be done at that time if there were a problern~ Mr. Halva asked that execution of a joint powers agreement not be a condition of the permit because that would cause at least a 60 day delay in final approval of the project. Planninq Commission Recommendation (11-19-74): Motion by Parham, seconded by Partyka, to recommend approval of SP-60 subject to: 1. Additional parking having to be provided at the rate of 1 space per 5 seats if the seating capacity for the field exceeds 2280 seats; 2. The School District being required to hire as many policement as the Chief of Police deems necessary for crowd and traffic control when the field is to be usedi 3. Field lights being turned off at 11:00 P.M. Motion carried, 3-0 Bohling stated that he supports. the project and believes it is needed for the community but that he objects to the limnation on the hours of use of the lights as such limitation is not 'imposed on commercial lighting in the City.
