<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 23, 1988 <br /> <br />Council Business <br /> <br />Les Proper, City Engineer, presented the Final Report of the <br />Palmer Drive Traffic study. The initial study was reviewed with <br />the Council on July 12, 1988 and a public meeting was held on <br />August 2, 1988. The following are the recommendations from the <br />report: <br /> <br />1. The City do not alter the existing "NO RIGHT TURN" <br />sign. <br /> <br />2. The Police Department provide random spot-enforcement <br />of speeding and "STOP" sign violations. <br /> <br />3, The City i nsta 11 advi sory "STOP AHEAD" and advi sory <br />curve signs on various residential streets in the Pike <br />Lake area. <br /> <br />The City had received a letter from the Brighton Square Townhome <br />Association explaining they were unable to attend both public <br />meetings, but are disappointed by the consultant's <br />recommendations; and still feel the removal of the signs would be <br />in their best interests. <br /> <br />Brandt expressed, that the Brighton Square Townhome Association <br />was not able to attend the August 2, 1988, public meeting; because <br />of a conflict with their regular board meeting and felt some <br />consideration should have been made wh~n the City scheduled this <br />public meeting. <br /> <br />Benke agreed with Brandt and feels this subject should be held for <br />the next council meeting in two weeks. <br /> <br />Gunderman and Larson felt the City Staff had provided adequate <br />public meeting notices to the Brighton Square Townhome Residents, <br />and moved to deny the petition for the removal of the signs. <br /> <br />Williams feels waiting till the next council meeting to review <br />this study, would not do any harm to either parties and suggested <br />moving forward with this. <br /> <br />Motion by Gunderman, seconded by Larson to APPROVE THE PALMER <br />DRIVE TRAFFIC STUDY AND DENY THE BRIGHTON SQUARE TOWNHOME <br />ASSOCIATION PETITION FOR REMOVAL OF THE "NO RIGHT TURN" WITHOUT <br />PERMIT SIGNS ON THE SHOPPING CENTER EXITS ON PALMER DRIVE. <br /> <br />2 Ayes - 3 Nayes, Motion Failed. <br /> <br />Motion by Benke, seconded by Brandt, to DEFER APPROVAL OF THE <br />PALMER DRIVE TRAFFIC STUDY FOR TWO WEEKS OR UNTIL NEXT CITY <br />COUNCIL MEETING AND DIRECT STAFF TO CONTACT THE BRIGHTON SQUARE <br />TOWNHOME ASSOCIATION REPRESENTATIVE. <br /> <br />3 Ayes - 2 Nayes.
