<br />I <br /> <br />1 <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 26, 1988 <br /> <br />Council Business, continued <br /> <br />The plantings would involve 61 large shade trees and 7 ornamental <br />trees to be installed Spring, 1989 at five downtown locations <br />around boulevards, avenues, and streets. 'The focus of the <br />plantings would concentrate along 8th St. NW and 10th St. NW (from <br />St. Johns to 7th Ave. NW), 2nd, 3rd, 6th, and 7th ave. NW (between <br />8th and 10th St. NW). <br /> <br />Mayor Benke asked how these locations fit into the Greenway Plan <br />and if this is a first phase of a long range program. ~Mr. Wriskey <br />. ~ <br />said the Greenway Plan involves 5th and 6th Avenues, out found in <br />other locations that property owners have been replacing trees <br />lost by Dutch Elm Disease themselves. Kevin Locke, Community <br />Development Director, said the proposed Greenway Plan should be <br />ready by Spring, 1989. <br /> <br />Hank Sinda, City Manager, suggested planting boulevard trees on <br />10th St. across the ra 11 road tracks near the apartment bu i 1 dings;' <br />Mr. Wriskey will investigate this suggestion. Williams questioned <br />the gap along 10th St. on the south side by Golden Pond. Mr. <br />Wriskey was unsure what landscaping plans were intended for Golden <br />Pond, but would prefer to wait until construction is completed. <br /> <br />Williams made two suggestions of establishing <br />rtain species of trees identify certain areas <br />felt a comprehensive long term plan should be <br />going any further. <br /> <br />a theme where ce- <br />of town, and also <br />implemented before <br /> <br />Benke suggested, outlining in the plan which areas are considered <br />downtown and which residential. Williams complimented Mr. Wriskey <br />on this important first step for the downtown area. <br /> <br />Motion by Benke, seconded by Larson, to CONTINUE INVESTIGATION <br />INTO PROPOSAL FOR BOULEVARD TREE PLANTING IN THE DOWNTOWN AREA. <br /> <br />3 Ayes - 0 Nayes, Motion carried. <br /> <br />Councilmember Williams commended that he was not comfortable with <br />the decision of Holst Excavation, Inc., as the low bid firm for <br />the Freedom Park Project. Williams suggested to approve the Holst <br />Excavation bid upon subject to the City Staff getting additional <br />information of their qualifications. <br /> <br />Benke mentioned that the City has not received any unfavorable <br />comments about this firm, but it is the first time this firm has <br />been involved with the City, and this would be a chance to verify <br />their qualifications. <br /> <br />Motion by Williams, seconded by Larson to APPROVE THE AWARD CON- <br />TRACT FOR FREEDOM PARK GRADING AND DRAINAGE SUBJECT TO CONFIRMA- <br />TION OF CONTRACTORS QUALIFICATIONS. <br /> <br />Page 4 <br /> <br />Council Business <br /> <br />Boulevard Tree <br />Plantings <br /> <br />Award Contract <br />Holst Excavation <br />
