<br />Council Consideration <br />Building Permit <br />Feb. 10, 1976 <br /> <br />Request: Council approval of building permit for proposed <br />Stockmans Restuarant <br /> <br />Applicant: Jack Welch <br /> <br />Location: 2550 Mississippi St. (NE quadrant of Mississippi and <br />26th 1\venue NVJ) <br /> <br />Discussion: <br /> <br />As noted above, the applicant is requesting a building permit <br />for a proposed restaurant on the north side of Mississippi Street. <br />This restaurant is proposed to have a liquor license and such <br />license application is being reviewed by the Council at this time. <br /> <br />The plans which have been presented are complete and are in <br />conformance with the New Brighton Zoning Code. We have worked <br />with the architect in resolving a few minor problems that existed <br />with the original plans and see no problems with the site plan <br />that is presented. <br /> <br />We would note to the Council as we did to the applicant, that <br />the parking shown on the site is adequate for the number of seats <br />listed, ~lhich seating is confined to the first floor. There is <br />a basement area to the building which is intended, as we under- <br />stand it, to be used primarily for storage. This area may not <br />be used for additional seating as it will create a non-conformity <br />in terms of parking and also would place the applicant in violation <br />of the liquor ordinance because it would have increased his liquor <br />license fee. <br /> <br />At the Planning Commission meeting, area resioents raised a <br />concern in regard to the location of the building on the site <br />and suggested that the building be placedb the west on the site <br />with the parking lot to the east in order that the activity <br />and light from the cars not be so close to the residential area. <br />We would note to the Council first, that the area immediately to <br />the west is zoned B-3, General Business, and not residential: <br />although the area to the north and diagonally to the northwest <br />is zoned residential. Secondly, moving the building to the west <br />on the site will raise the elp-vation of the building approximately <br />
