<br /> <br /> <br />PUBLIC HE'!\RING <br />SP-68 <br />March 23,1976 <br /> <br />Approval of special use permit <br />natural materials, 5P-68 <br /> <br />E-Z Mini Storage - Charles Nolan <br /> <br />Generally the area west of the 35W <br />east and northeast of the existing E-z Mini Storage <br />buildings. Property street address being 251 5th St. <br /> <br />The applicant is requesting a permit to remove and replace <br />with suitable material all of the unsuitable material previously, <br />wasted on the site by the Minnesota Highway Department. <br /> <br />This permit is required under Section 11-090 (d) of the <br />New Brighton Zoning Code. <br /> <br />The material to be removed is a result of the Minnesota <br />Highway Department's disposal process in conjunction with the <br />construction of interstate 35W. The applicant wishes to remove <br />the wet, black peat and replace it with selected borrow suitable <br />as foundation material., <br /> <br />The area to be excavated and filled is delineated on the <br />attached plans. The estimated commencement date for the project <br />is April 15, 1976. The proposed hauling route for materials <br />is from the property directly onto County Road E2 and then to <br />35W. <br /> <br />The attached plans indicate that the project is to proceed <br />in three stages working from the north to the south. From the <br />depicted size of the stages, it appears that a great deal of <br />land will be exposed for some time. So as to prevent a possible <br />"eyesore" the Council may want to ask the applicant to reapportion <br />the stages into somewhat smaller areas. This would allow the <br />applicant to proceed at his pace while creating less of a <br />distraction. It should be noted further that it is' questionable <br />whether all of the area excavated Would provide suitable sites <br />for future building because not all the peat is being removed <br />in all areas. <br /> <br /> <br />It is desirable that work be started and completed as <br />expeditiously as possible. Toward that end, the Council may <br />wish to consider as conditions for approval of this permit that: <br />
