<br />Board of Review <br /> <br />Mr. Nolan stated that construction was desired for the ifuture and <br />that it may require future excavation to replace all of the un- <br />suitable material. <br /> <br />'The Building and Planning Coorc3inator asked if condition #2 were <br />a problem. <br /> <br />Mr. Nolan stated that it could be because the rate of excavation <br />was depenaent on the demand for topsoil and the weather conditions. <br /> <br />Harty felt that condition #2 could be reworded so that any site <br />excavation in one year also be filled during that year. <br /> <br />Sohling stated that he was unsure of the need for condition #4 of <br />having'all filled areas covered over weekends and holidays. <br /> <br />Mr. Nolan stated that he would like to have a stockpile maintained <br />on the property to insure the completion of the project. He also <br />stated that he would be agreeable to finishing the operation on <br />a contract basis and fill any excavated area at the end of each <br />construction season. <br /> <br />The Building and Planning Coordinator noted that condition #4 of <br />having all filled areas covered over weekends and holidays, is <br />a standard condition of all fill permits. <br /> <br />The Planner noted that the City Engineer and Building Inspector <br />arrived at a figure of $20,000 as being reasonable for a <br />performance bond. Additionally, it was felt that a height limit, <br />somewhere between 101 and 151. should be established for any <br />stockpiles. <br /> <br />Motion by Harty, seconded by Partyka, to recommend approval of <br />SP-68 subject to: <br /> <br />1. The excavation and fill proceed generally according to <br />the delineated stages on the plan; <br /> <br />2. That filling proceed as excavation proceeds and that each <br />stage be returned to grade by the end of each working <br />season; <br /> <br />3. That unsightliness be kept to a minimum and if ordered <br />by the Building Inspector, non-earth materials covered <br />as soon as possible{ <br />
