<br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 12, 1988 <br /> <br />Special Order of Business, continued <br /> <br />Mayor Benke introduced Les Proper, Director of Public Works, to <br />present the Palmer Drive Traffic Study. A note was added that the <br />Study was handed out to the Council at the meeting. Les explained <br />this study originated from a petition by the Brighton Square resi- <br />dents regarding the "NO RIGHT TURN" signs coming out of the Brigh- <br />ton Square Shopping Center. In the report, it contains the minu- <br />tes from an informational meeting attended by the residents of <br />Pike Lake, Brighton Square shopping center, and Brighton Square <br />Townhouse Complex held January, 1988. After reviewing study with <br />council, any suggestions or questions will be forwarded to another <br />informational meeting with residents sometime late July or early <br />August, and then bring any petition action back to the council for <br />final approval. Les introduced Robert Morast, Traffic Manager, <br />Orr, Schelen, Mayeron & Associates, Inc. <br /> <br />1 <br /> <br />Robert Morast's presentation consisted of a quick review of the <br />report which covered the history of the "NO RIGHT TURN" signs. He <br />stated there had been a public hearing and had several meetings <br />with City officials, representatives of Brighton Square Townhouse <br />Organization, and several phone conversations with citizens in <br />that area. The Pike Lake residents feel removal of these signs <br />would make traffic problems worse, however, the residents of the <br />Brighton Square Townhouses claim these signs are causing conges- <br />tion problems at the signalize intersection which makes it diffic- <br />ult to get on Silver Lake Road. He reviewed the findings and rec- <br />ommended the following actions to be taken: <br /> <br />1. The City not alter the existing "NO RIGHT TURN" sign- <br />ing. <br /> <br />2. The Police Department provide random spot-enforcement <br />of speeding and lISTOPlI sign violations. <br /> <br />3. The City install advisory "STOP AHEADlI and advisory <br />curve signs on various residential streets in the Pike <br />Lake residential area. <br /> <br />Mayor Benke acknowledged that an excellent job was done, but sug- <br />gested since there has been a long history of this problem and the <br />large amount of data, that there should be a follow-up meeting be- <br />fore it is brought back to council. Councilmember Williams asked <br />whether a public hearing or an informational meeting is required. <br />Mayor Benke thought an informational meeting to contact people in- <br />volved and meet them formally to present the results. Councilmem- <br />ber Williams agreed with this suggestion. Les will mail out and <br />Mr. Mac Meade from the Bulletin will publish a notice to the citi- <br />zens stating that they can check out copies of the study. Council- <br />member Gunderson is very pleased with actions recommended. Coun- <br />cilmember Brandt has not had a chance to read the report but is <br />looking forward to the opportunity.
