Williams asked if Mayor Benke and Mr. Sinda
felt there was sufficient revenue to provide these kinds of benef-
its on an on-going basis. Chief Bauer responded that the actuar-
ial study indicates they will be almost 100% funded, and the next
actuarial would not be for another two years. Mayor Benke commen-
ded the association for their great work these past years.

Motion by Benke, seconded by Williams, to APPROVE THE REQUEST FOR
CHANGE IN BENEFITS FOR THE NEW BRIGHTON FIRE RELIEF ASSOCIATION
PENDING APPROVAL BY THE ASSOCIATION.

1

5 Ayes - 0 Nayes, Motion carried.

Mayor Benke introduced the consideration of Agreement with the Mi-
nnesota Pollution Control Agency for Installation of Monitoring
Well in Hidden Oaks Park. Les Proper, Director of Public Works)
acknowledged this as an urgent request of the MPCA because of a
ongoing study of testing groundwater. The MPCA was not able to
secure their first choice of location in the Black Oak Apartment
Area in Fridley because of all the tenants who would have to ap-
prove the agreement. At the last resort, they are looking at in-
stalling the well in Hidden Oak Park. Maury and Les have met with
Steve Meager from the MPCA and feel they could find a location for
the well. Mayor Benke asked Les if there was a problem with prox-
imity of this well to the proposal of the Well #13 site. Les did
not see a problem and recommended approving the location of this
well.

Motion by Brandt, seconded by Larson, to APPROVE THE AGREEMENT
WITH MINNESOTA POLLUTION CONTROL AGENCY FOR INSTALLATION OF MONIT-
ORING WELL IN HIDDEN OAK PARK.

5 Ayes - 0 Nayes, Motion carried.

Announcements and Updates

Page 5

Council Business

MPC Monitoring Well
Hidden Oaks Park
Report 88-212

Announcements & Updates

Mayor Benke announced a Developer's Tour on Thursday, July 14th, Developer1s Tour
12:00 at City Hall.

I

Councilmember Brandt included an additional item regarding from
the North Suburban Cable Commission for the future of the public
access and the provisions of the cable franchise agreement. Bra-
ndt indicated, privately to the commission, that she would not be
able to participate on the negotiating team because of other resp-
onsibilities; but felt it is imperative that New Brighton has a
representative on that team. Brandt feels, Steve Schmidt, former
New Brighton Council Cable Representative, would be capable of ta-
king over this responsibility. Schmidt had been involved in the
negotiation of the franchise and is willing to contribute his
time. Brandt spoke with Councilmember Gunderman, the current al-
ternative delegate, and both saw no problem in appointing Schmidt
to the position.

North Suburban Cable
Commission - New Rep.
Steve Schmidt
