<br />I <br /> <br />Council Meeting Minutes <br />July 12, 1988 <br /> <br />I <br /> <br />Public Hearings, continued <br /> <br />Mattila reviewed the consideration to vacate a portion of 4th Av- <br />enue N.W. right-of-way; and the two alleys located on Block 3, Se- <br />cond Addition to New Brighton. The portion of 4th Avenue N.W. <br />right-of way to be vacated includes 30 feet running easterly and <br />is presently owned by Greystar Corporation, owner of the Golden <br />Pond site. Due to the fact there is a storm water pipe running <br />down the center of 4th Avenue right-of-way, the City Engineer has <br />requested a 13.5 foot wide utility easement to be retained over <br />that portion of the vacated right-of-way. The proposed Golden <br />Pond structure would abut the proposed easement for utility prop- <br />oses but would not be located on that easement. Mayor Benke ack- <br />nowledged that Les Proper is satisfied with this easement. <br /> <br />Being no comments from the audience, Motion by Benke, seconded by <br />Larson, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion carried. <br /> <br />I <br /> <br />Motion by Benke, seconded by Larson, to WAIVE THE READING AND <br />ADOPT A RESOLUTION TO VACATE A PORTION OF 4TH AVENUE N.W. RIGHT- <br />OF-WAY; AND THE TWO ALLEYS LOCATED ON BLOCK 3, SECOND ADDITION TO <br />NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion carried. <br /> <br />Council Business <br /> <br />Mayor Benke introduced the Approval of Change of Benefits for the <br />New Brighton Fire Relief Association as the next order of busine- <br />ss. Hank Sinda, City Manager, had obtained actual figures of the <br />relief benefits from 20 other local departments and reviewed those <br />figures with the council. Mr. Sinda informed the Council that the <br />firemen had not had an increase in four years, and an actuarial <br />study done indicates the money the City is providing and the money <br />they receive from the state would be enough to provide for the in- <br />crease they are asking for existing personnel and retirees. The <br />proposed increase of monthly retirement would be $16.00jmonth per <br />year of service compared to $10.00/month per year of service; for <br />a lump sum from $700/year to $1,300jyear. Sinda referred to the <br />survey that the average would be $320/month after 20 years of se- <br />rvice. Daniel Freeman, Treasurer of the New Brighton Fireman's <br />Relief Association, stated that the proposed changes should keep <br />pace with inflation, stay in comparative range as other associa- <br />tions, and an incentive to retain and recruit competent voluntee- <br />rs. The Council expressed concern if the retirees have been in- <br />cluded. Mr. Freeman stated that in the by-laws, members who re- <br />tired before 1984 will receive 85% of the increase, members who <br />retired after 1984 will receive 100% of the increase. Benke asked <br />Mr. Freeman when these by-laws would go to the membership vote and <br />if it would be approved by Affirmative Action.
