<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 14, 1988 <br /> <br />City Planner, Erny Mattila reviewed the proposed lot split to cre- <br />ate two single family lots from one parcel on Long Lake Road bet- <br />ween 14th and 15th Street, noting that at the present time, the <br />only structure on the property is an abandoned barn. He further <br />emphasized that due to the location of the property on a curve on <br />Long Lake Road with very limited visibility, the staff has made a <br />specific recommendation for placement of the driveways. <br /> <br />Councilmember Larson questioned the two "For Sale" signs currently <br />on the property, when legally the property is not yet two individ- <br />ual parcels. It was felt that the property could be sold prior to <br />the approval of a lot split, if done on a contingency basis. <br /> <br />City Engineer Les Proper indicated that the southerly driveway, <br />which would be on the curve, is less than ideal, but is recommen- <br />ded in view of the fact that the outer lanes of Long Lake Road <br />will be bicycle lanes when construction is completed; this would <br />allow additional space if anyone does have to back out of the dr- <br />iveway. Mayor Benke asked that if for safety's sake, the possibi- <br />lity of having the driveways together. Mr. Proper felt it was a <br />"toss-up" insofar as safety was concerned, however it could be an <br />option. <br /> <br />Councilmember Williams felt the landscaping should be controlled <br />to allow better visibility. Mr. Proper noted that the County had <br />devoted considerable attention to this curve; and has marked some <br />trees for removal. <br /> <br />Robert Waldoch, 2120 Long Lake Road, asked whether there would be <br />room to get a truck into the back yards of the lots once the hou- <br />ses are constructed. He was concerned that if the sideyard set- <br />back was not sufficient to allow this, there would be trespassing <br />on adjoining property. Mr. Mattila advised that the structures <br />could have as little as a 5' sideyard setback, which is the mini- <br />mum required by City Code for the R-1 Zoning District. <br /> <br />Mr. Waldoch further questioned if the owners of the proposed lots <br />would have right-of-way on the 41 easement running across the back <br />property line. Councilmember Brandt noted that from the survey, <br />it appeared the easement was actually on the DeFries property. <br />Mr. Waldoch believed it to be on both properties; and again empha- <br />sized his primary concern being that of the ability to get a truck <br />into the back yards of the property after the home is constructed. <br />He had no objection to the lots being split. It was noted that <br />the easements were private easements, therefore, the City did not <br />have the ability to automatically vacate it. <br /> <br />Mrs. Taillefer, 1561 - 15th St. N.W., commented when it rains it <br />floods across the road, making driving difficult; and there is de- <br />finitely a problem seeing around the curve.
