<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 24, 1988 <br /> <br />Brandt stated there were some comments at the Commission meeting <br />on Benke's letter, one of which was that any Mayor in Ramsey <br />County could have written the letter. Brandt indicated there is <br />only one person who would favor a unification or consolidation of <br />governments, but the rest of the Commission wants to study the <br />benefits of consolidation should a charter for the county be <br />accepted by the communities. Brandt noted that just having a char- <br />ter would not take away any of the communities' powers; either the <br />communities have to give up their powers or the legislature would <br />have to get involved to redistribute power. <br /> <br />Benke asked if that suggests, by virtue of adoption of a county <br />charter, they would grant the county the authority to consolidate <br />whether we want to consolidate or not. <br /> <br />Brandt did not know how, politically, they would accomplish that <br />objective. <br /> <br />Benke stated the new Association of Metropolitan Municipalities <br />(AMM) board met and there were a lot of concerns about what hap- <br />pened this past year in legislature; advised staff to increase the <br />budget for public notices (truth in taxation provision); and indi- <br />cated there may be a special AMM meeting to review what happened. <br /> <br />Benke reminded councilmembers of the League of Minnesota Cities <br />meeting June 7 - 10, 1988. <br /> <br />Sinda advised the Northern Mayors' Association's Transportation <br />Committee is getting organized at this point. <br /> <br />Larson reported he and Berger attended the Ramsey County League of <br />Local Governments' meeting; three people talked on surveys, one of <br />which was Bill Morris.
