I

I

I

Council Meeting Minutes
May 24, 1988

Motion by Williams, seconded by Larson, to WAIVE THE READING AND
ADOPT A RESOLUTION APPROVING SP-149.

5 Ayes - 0 Nayes, Motion Carried

Mattila reviewed location of preliminary plat as approved by coun-
cil on January 27, 1987; and stated the Planning Commission has
recommended approval of the final plat.

Motion by Larson, seconded by Gunderman, to APPROVE FINAL PLAT
(PL-162) SUBJECT TO THE FOLLOWING CONDITIONS:

1. ALL FINAL GRADING, DRAINAGE, UTILITIES, AND STREET NAMES BE
SUBJECT TO REVIEW AND APPROVAL BY THE CITY ENGINEER;
2. A PLANTING SCREEN CONSISTING OF EVERGREEN TREES BE ESTABLISHED
ON THE EAST PROPERTY LINE ALONG SILVER LAKE ROAD; AND
3. NO ACCESS ALLOWED OFF SILVER LAKE ROAD FROM PROPOSED LOTS 6,
7, AND 8.

5 Ayes - 0 Nayes, Motion Carried

Regarding the proposed purchase of optical scan voting equipment,
Benke questioned the need for ten voting booths per precinct.

Egan stated each precinct currently has six voting machines and
proposed ten for each because space will allow it; and going from
six to ten will move voters through quicker, especially in a
national election. However, should council desire, Egan stated
the city can purchase six and then upgrade to ten at any time.

Benke could see a need for ten during national elections;
Gunderman, after seeing long voting lines, supported staff1s
recommendation to purchase ten.

Williams asked if there is likely to be a slowness associated with
the fact that people will be using new equipment; Egan responded
she did not expect the training of the voters to create a slowness
of the process.

In response to Benke's question, Egan stated all of the equipment
will be in place for the primary election at which time the voters
will have an opportunity to learn the new machine.

Motion by Benke, seconded by Gunderman, to WAIVE THE READING AND
ADOPT A RESOLUTION AUTHORIZING THE PURCHASE OF OPTICAL SCAN VOTING
EQUIPMENT.

5 Ayes - 0 Nayes, Motion Carried
Announcements and Updates

With regard to his letter to Ramsey County Commissioner Don
Salverda, Benke stated he received a response from the Chairman of
the Ramsey County Charter Commission inviting him to the next
Commission meeting (which Benke was unable to attend because of
the late notice).
