Previous uses of the building include a <br />Post Office, janitorial supply business, fu~niture store, and most <br />recently, a television repair shop. It is noted that while there <br />are existing Type IV non-conformities on the property, the building <br />h~s not been vacant for six or more months and as such, the non- <br />conforming rights of the property still apply. <br /> <br />The applicant has indicated that the internal activities of <br />the recreational center will initially include 2 pool tables, <br />4 - 6 foosball tables, 6 pinball machines, and 5 at the present <br />unspecified game type machines. Additionally, if the special use <br />permit is approved, the applicant intends to apply for the necessary <br />vending machine licenses to sell pop, cigarettes, candy, chips, <br />and gum. The applicant has also indicated that the center will <br />employ three persons, any two of which will be working at a given <br />time. Hours of operation are proposed to be noon till 10:30 - <br />11:00 P.M. and possibly closing at midnight on weekeftCls. . The <br />applicant has indicated, however, that he is aware that hours <br />of operation may change pending Council approval. The applicant's <br />estimation is that the center will attract primarily persons between <br />the ages of 14 and 30. The applicant ha.s indicated that he has <br />previously operated such a business in St. Paul and managed the <br />same type of business in Minneapolis. <br /> <br />At present, there are three primary co~cerns related to the <br />request. <br /> <br />Our first concern has to do with the potential parking problems <br />that could evolve. As indicated, the non-conforming rights still <br />apply to this property and as such, the applicant is under no <br /> <br /> <br /> <br /> <br /> <br /> <br />
