<br />SP-70 <br /> <br />-2- <br /> <br />obligation to meet Zoning Code parking requirements. There are, <br />however, approximately 8 - 10 parking spaces in the rear of the <br />building and the applicant has indicated he is entitled to park <br />vehicle,S in that area. However, the body shop on the western <br />end of the building is presently us ing some of the spaces for their <br />purposes. In regard to the body shop, we would point'out that there <br />is a resolution in effect governing the outside storage of repaired <br />or partially repaired vehicles. The resolution has not always <br />been strictly adhered to, however, and the body shop at times <br />has used virtually all of the available parking. Acompliance <br />order,has.heen issued to the body shop to correct this situation. <br /> <br />A problem could arise in relation to the City parking lot which <br />is located in the rear of the Municipal Liquor Store and immediately <br />across the street to the north of the proposed recreational center. <br />It would be natural to assume that any person driving to the <br />recreational center would roost likely park in the City lot if no <br />other parking spaces were in view. If this were to happen in <br />great numbers, the effect may be that liquor store customers may <br />be discouraged from stopping for lack of available parking spaces, <br />or the effect may be that parking problems may increase along <br />5th Avenue NW as liquor store customers seek parking near the <br />liquor store. The problem of parking may, however, be over / <br />estimated in that centers of the type proposed quite often <br />attract as their main customers school age persons who, as a rule, <br />don't drive. <br /> <br />Our second concern has to do with the social impact of the <br />proposal. Amusement or recreational centers have in some eases <br />cr~ated nuisance problems for other communities. If this were <br />to happen in this instance, the effect may be that local business <br />customers will shop elsewhere. The key to a successful operation <br />will undoubtedly lie with the management. It is also noted that <br />the potential nuisance problem may be somewhat alleviated given <br />the close proximity to City offices, in particular, the City Police <br />Department. The center may, however, meet an often-expressed need <br />for recreation facilities for teenagers in the City. <br /> <br />Our third concern has to do with how the proposal relates to the <br />possible HRA downtown redevelopment. As there are no set plans <br />for the downtown redevelopment, this concern is only mentioned as <br />an item the Council may wish to consider. Private recreation <br />facilities have been mentioned by the HRA's planning consultant <br />as desirable supporting uses to a multi-use commercial/government,al <br />center. <br />
