Motion Carried <br /> <br />Council Business <br /> <br />Proper briefly reviewed <br />four-way stop signs at the <br />intersection. <br /> <br />staff report concerning a request for <br />Eighth Street N.W./11th Avenue N.W. <br /> <br />Benke asked Kelley if he concurred with the recommendation; Kelley <br />very strongly indicated agreement, and stated his staff believes <br />this is neither a "bad" intersection nor that there is anything <br />exceptional about it. <br /> <br />Henry Putnam, 948 - 11th Avenue N.W., indicated the speed of cars <br />was not checked during rush hour; few drivers bring their car to a <br />complete stop on 11th (those that do have to inch their way onto <br />Eighth); and there is a slight curve in the road so they have a <br />difficult time getting onto Eighth Street, especially when the sun <br />is setting. <br /> <br />Benke indicated peak hour problems seem to be more severe than <br />other times of the day; however, we do not want to install traffic <br />control devices unless they serve a 24-hour period. Benke agreed <br />withstaff's recommendation to deny the petition, but asked that <br />the intersection be monitored during rush hour. <br /> <br />Proper expressed concern about the accident potential a four-way <br />stop might create: Eighth Street is a main street and people are <br />used to traveling it; and, if four-way stop signs are installed in <br />what doesn't seem like an appropriate location, the sign might be <br />run and a more serious condition is prevalent because those on <br />11th Avenue will not be as defensive.
