SP-75

-2-

Nov. 9, 1976

plan for such area of special control and each new sign'must conform
to the sign plan or a new special permit must be issued. NO,sign
plan has ever been created and no special permit issued for signs
at the location in question.

The applicant has illegally erected an above-roof sign on the 5th
Avenue side .of his ,business. He previously applied for a special
use permit to create a sign plan for the property and allow the
illegally erected sign to remain. This application was denied by
the CounciL A copy of the resolution of denial is attached.

Existinq Non-Conformities:

The sign on the canopy on 5th Avenue NW is a projecting sign and
signs of this type are not normally permitted in any district,
although such a sign can be permitted under this procedure.

As nearly as we have been able to determine, the other conditions
which are normally non-conformities in the signing area are as
follows:

1. 5th Ave. ground sign - not allowed because it doesn't
identify strictly the building. It identifies businesses
located in the building. Height, area and setback of
the sign are conforming, however.

2. Projecting sign "Brighton Cleaners" - projecting signs not
allowed in any district.

3. Wall sign, "Dr. G.G. Spencer, Optometrist" - normally a
separate wall sign for a business in a building of
multiple occupancy with shared entrances is not allowed.
This has only been allowed in other areas of special control,
e.g., the 7-11 service center on Mississippi Street and
Silver Lake Road.

Discussion:

The new sign plan basically pr9poses that wall signs 36" in height be
allowed for each of the ~hree businesses having individual entrances
on the ground floor. The dry cleaners is proposed to be allowed
their permanent window sign. A ground sign is also proposed,
apparently with some options as to its size and message.
, . ,

.. -~
