The applicant's present bowling alley is a Type II Non-Conformity <br />as bowling alleys are not permitted uses in industrial districts <br />aHd a special use permit has not been approved by the Council to <br />make this a conforming use. <br /> <br />2. The applicant has made application for a building permit to add <br />on a restaurant/bar to the existing building. (See NC-17 and LP-42) <br /> <br />3. As noted above, the non-conforming use must be changed to a <br />conformin~ use before the building permit can be issued. <br /> <br />4. The applicant has also made application for a liquor license. <br /> <br />5. The proposed restaurant/bar addition is a permitted use in a <br />B-3 District and, therefore, in an I-I District, provided of <br />course, the liquor license is approved for the sale of alcoholic <br />beverages. <br /> <br />Analysis: <br /> <br />There are certain factors which seem to indicate that a bowling <br />alley in this location is compatible with other I-I uses. These <br />factors include: <br /> <br />1. The bowling alley has been in operation for a number of years and <br />no major problems have been encountered. <br /> <br />2. A bowling alley is a use permitted by special use permit in the <br />B-3 District, which is more restrictive than this I-I District. <br /> <br />3. The Planning Commission draft Comprehensive Plan not only <br />envisions this property for general business uses but also notes <br />that a commercial recreational use is desirable. <br /> <br />4. The BRA Redevelopment Plan states that the bowling alley is <br />compatible with the proposed Downtown Multi-Use Center south of <br />I-694. Further, the Redevelopment Plan says that the bowling alley <br />and restaurant is an appropriate kind of use. <br /> <br />5. Bowling alleys are generally high traffic producers and this <br />location has been and should continue to be satisfactory as <br />access is good using Old Highway 8, Hwy. 96 and 1-694. Traffic <br />is thereby not directed through large residential areas. <br />
