Johnson, Director of Community Development <br /> <br />SUBJECT: Consultant Proposals, SP-77 <br /> <br />Three firms have submitted proposals to do a review of the special <br />use permit application of the J.V.O. Company. The three firms are <br />all large, well-known firms possessing both the planning and <br />engineering expertise needed to review this type of application. <br />All proposals contain an estimated cost which would not be <br />exceeded without further authorization from the City. Charges <br />would be on a per hour basis according to the number of hours <br />actually spent on the project. Hourly charges of the three firms <br />are as follows: <br /> <br />Howard, Needles, Tammen and Bergendoff <br />Bather, Ringrose, Wolsfeld, Jarvis, & Gardner: <br />Stefanakis <br />Ullevig <br />Sunde <br /> <br />$28 <br /> <br />Banton-Aschman: <br /> <br />Planner <br />Engineer <br /> <br />- $30 <br />- $35 <br />- $ 25 <br />- $27 <br />- $32 <br /> <br />Proposers were instructed that the budget for the project was <br />about $2000, the figure mentioned by Council members at the last <br />meeting, and that they should theeefore concentrate their efforts <br />on areas of primary importance. What has not been requested is a <br />full environmental review. <br /> <br />Since the City lacks ordinance provisions specifying that the <br />applicant can be required to pay the cost of this review, it is <br />assumed that the City will bear the cost. The applicant can be <br />required to submit additional information, although there is no <br />way to specify that he must hire a particular firm to provide that <br />information. <br /> <br />The Council may wish to know that the Minnesota Environmental <br />Qualitv Board (formerly Commission) has substantially changed its <br />
