<br />Hemorandum to the Hayor and Council <br />August 9, 1977 <br />Page TVlO <br /> <br />the one prepared on the Farranto property, are no longer prepared. <br />Instead an Environmental Assessment Horksheet (El'\i'1) is prepZlred. <br />This is a much shorter document than an ~ and is focused more <br />specifically on determining whether an environmental impact <br />statement (EIS) should be prepared rather than attempting to <br />document all possible environmental effects of a proposed action. <br />The R~W does differ from the special use permit review as proposed <br />by the consultants in that it would consider items such as <br />reviewing the site for rare or endangered animals or plants, <br />energy effects, and historical resources evaluation. <br /> <br />If the Council "lishes this broader evaluation rather than one <br />focused more specifically on the most obvious areas of concern, <br />we should recontact the consultants for estimates on the cost of <br />prepar ing an EMI. <br /> <br />The proposals submitted are basically very similar, although some <br />small differences do exist. One of these is that only the proposal <br />from Howard, Needles, Tammen and Bergendoff includes attendance <br />at a Council meeting in order to review the report. If the <br />Council selects a different firm and 'vishes their attendance at <br />a meeting, the budget for the project shou~d be increased <br />appropriately. <br /> <br />Barry P.
