<br />..-'~ <br /> <br />,. <br /> <br />EXHIBIT A <br /> <br />PROPOSAL FOR PROFESSIONAL SERVICES <br /> <br />Preparation of an Environmental Impact Report on the J.U.O. Company Borrow <br />Site Special Use Permit Application to the City of New Brighton. <br /> <br />OVERVIEW OF PROJECT <br /> <br />BRW approaches this project with the understanding that the City of New Brighton <br />is seeking a brief but concise analysis of the environmental effects which may <br />result from the establishment and operation of the borrow site proposed by the <br />J.U.O. Company. The purpose of the environmental report is to provide guidance <br />for the City Council in their consideration of the special use permit application. <br /> <br />APPROACH <br /> <br />Because of the limited time available for study and the basic nature of the project, <br />BRW proposes to provide an environmental report which addresses the impacts <br />which are of major concern to the issue ut hand: the special use permit <br />application. The intent is to provide sufficient factual data about key issues <br />without developing an exhaustive in-depth environmental impact study. Through <br />projects such as the Edward R. Kraemer & Sons Burnsvi lie Quarry Master Plan, and <br />the Arnt Mining Master Plan, BRW has the specific experience needed to identify <br />and address these key issues. <br /> <br />BRW's extensive environmental analysis experience has allowed us to develop a <br />working relationship with experts in related fields. For this rpoject, BRW would <br />call on outside consultants for input on air quality and soils matters. This work <br />relationship allows BRW to obtain inputs from these consultants quickly and effi- <br />ciently. The carefully applied use such consultants rounds out the BRW team <br />assuring solid technical analysis on 2D. major issues regarding this project. <br /> <br />The major issues which BRW would address together with our approach to each are <br />as follows: <br /> <br />,~/.. <br /> <br />SOILS AND EROSION. When soils are exposed to the 'elements, erosion is always a <br />major concern. BRW wi II provide a brief description of the soil on the site, an <br />analysis of its susceptability to erosion, and suggest possible methods for reducing <br />the erosion hazard. The ability of the soil to sustain particular types of residential <br />development after excavation is complete is also a concern. BRW will address this <br />, issue in its analysis. <br /> <br />WATER TABLE. Past experience with this kind of project has shown that such <br />excavation may alter the watertable in the immediate area. Our analysis will <br />describe and discuss the potential effects on this resource. <br /> <br />NOISE AND DUST. The noise and dust generated by hauling and excavating equip- <br />ment is typically a concern of area residents and property owners. BRW wi II pro- <br />vide professional opinions as to the potential created for noise and dust as well as <br />methods for reducing these effects. <br />
