We under- <br />stand that this assignment would not include an evaluation of the soil <br />types, the usability, the marketability! or questions on resource de- <br />pletion. We also recognize that since the proposal is under 320 acres <br />in area and does not contain wetlands, that it does not come under MEQC <br />guidelines for preparation of environmental assessments. Barton-Aschman <br />has the planning! transportation! and engineering expertise and experience <br />in this area to perform the following scope of services: <br /> <br />1. Review existing provisions of the New Brighton zoning code relating <br />to excavation permits and use regulations. <br /> <br />2. Review comprehensive plan recommendations relating to future use <br />of the property. <br /> <br />3. Meet with city staff to review all data submitted by the applicant <br />as well as data collected and compiled by the city. <br /> <br />4. Perform field inspection of the site. <br /> <br />5. Review the operation plan proposed for excavation and determine <br />impacts on: <br /> <br />a. Drainage. <br />b. Safety and protection. <br />c. Impact on adjacent land uses. <br />d. Haul roads. <br />e. Removal of vegetation. <br />f. Siltation and erosion control. <br />
