We under-
stand that this assignment would not include an evaluation of the soil
types, the usability, the marketability, or questions on resource de-
pletion. We also recognize that since the proposal is under 320 acres
in area and does not contain wetlands, that it does not come under MEQC
guidelines for preparation of environmental assessments. Barton-Aschman
has the planning, transportation, and engineering expertise and experience
in this area to perform the following scope of services:

1. Review existing provisions of the New Brighton zoning code relating
to excavation permits and use regulations.

2. Review comprehensive plan recommendations relating to future use
of the property.

3. Meet with city staff to review all data submitted by the applicant
as well as data collected and compiled by the city.

4. Perform field inspection of the site.

5. Review the operation plan proposed for excavation and determine
impacts on:

a. Drainage.
b. Safety and protection.
c. Impact on adjacent land uses.
d. Haul roads.
e. Removal of vegetation.
f. Siltation and erosion control.
