SATHER <br /> <br />MEt~ORANDUM <br /> <br />Date: June 21, 1977 <br />Subject: J.U.O. - New Brighton <br /> <br />Present: Paul Kirkwold, Ramsey County Traffic Engineer <br />Richard Smith, Johnson-Forberg Associates <br /> <br />The above met to review the Application for a Special Use Permit on this <br />project being submitted to the New Brighton Planning Commission and to re- <br />ceive the necessary approvals from the Ramsey County Highway Department. <br /> <br />The site plan was stamped IIApprovedll by Kirkwold subject to the following <br />conditions: <br /> <br />a. <br /> <br />It was recommended that during the hauling process, no left turns be made <br />on to Silver Lake Road except at points controlled by traffic signals. <br />Assuming Interstate 694 to be the origin point of the majority of the trucks, <br />they should proceed south on Silver Lake Road and make a right turn into the <br />site. Trucks leaVing the site should enter County Road E at the southwest <br />corner of the site and proceed east to the traffic lights at Silver Lake <br />Road, make a left turn at the intersection and proceed north. In the event <br />trucks would be hauling materials to the south, the above process would be <br />reversed. Trucks hauling to the east would proceed straight thru the in- <br />tersection at County Road E and return by the same route. <br /> <br />b. <br /> <br />Access points would be permitted directly across from Third Street on <br />Silver Lake Road and at the southwest corner of the site from County Road E. <br />The access at the southwest corner must be a minimum of 151 from adjacent <br />property lines. The access points should be 301 wide with a 151 radius and <br />must be of bituminous construction on the right of way. <br /> <br />c. <br /> <br />The excava ti ng contractor sha 11 post si gns IITrucks Haul i ngll on Silver Lake <br />Road and County Road E whenever work is in process. The signs shall be <br />removed or covered at times when work is not in process. The Contractor <br />shall contact the Ramsey County Highway Department before starting work. <br />Streets shall be kept clean from truck tire trackage and/or dirt spills. <br />Flagmen were not felt to be necessary under the procedures outlined in <br />item (a) above but could be required if conditions warrant. <br /> <br />Placing calcium chloride solution on the driving surfaces within the site, <br />was considered an acceptable method for controlling dust. Ramsey County <br />currently employs this method of dust control on some county roads. <br /> <br />Kirkwold requested that they be kept advised of the project as developmental <br />studies proceed. <br /> <br />d. <br /> <br />e. <br />
