<br />" <br /> <br />MEMORANDUM <br />J.U.O.-New Brighton <br />Page 2 <br /> <br />7. The material excavated consisted of granular material, fine dirt, and <br />bedrock. No provisions were taken for controlling dust on trucks and <br />dust was not a problem. Some problems did arise from spillage from over- <br />filling trucks. The City contacted the contractor and required him to <br />reduce the size of loads. The contractor was required to keep the streets <br />clean by means of sweepers and washing down the streets. Some minor <br />problems on street cleaning were encountered and were attributed to the <br />fact that material was being delivered to areas throughout the city and <br />at times the contractor was not able to keep up with the large mileage of <br />roads and streets being used. <br /> <br />8. Some complaints were received from residents regarding noise. These were <br />primarily from people who lived on the residential streets being used who <br />had night jobs and slept during the daytime. There were also complaints <br />because of blasting operations required to remove the bedrock. <br /> <br />9. No traffic problems were encountered at any time during the excavation <br />period. The average traffic count on East River Road was recorded as <br />22,150 cars/day in 1972 as opposed to a current traffic count of 18,075 <br />cars/day on Silver Lake Road. No traffic count was made in 1971. <br /> <br />10. Truck hauling from the Burlington Northern site had access to the site <br />from three locations - Main Street N.E., 44th Street and East River Road. <br />The majority of the trucks used East River Road and all work done <br />prior to 8:00 a.m. required use of East River Road as the other streets <br />pass through residential areas. <br /> <br />11. The Special Use Permit was issued to Burlington Northern Railroad with several <br />stipulations and conditions placed on it by the Council and Planning <br />Commission. The stipulations and conditions were made part of the <br />contract documents.
