SATHER <br /> <br />fvlEMORANDUM <br /> <br />Date: <br /> <br />June 22, 1977 <br />J.U.O - New Brighton <br /> <br />Subject: <br /> <br />Present: <br /> <br />Clyde Moravetz, City of Fridley, Engineering Department <br />Richard Smith, Johnson-Forberg Associates <br /> <br />This conversation was in regard to the extensive excavation and removal <br />of material from the Burlington Northern Railroad Yard located just east <br />of East River Road near the southern city limits of the City of Fridley. <br />This was one of the larger excavation contracts in the northern suburbs <br />in recent years. The work was coordinated with Park Construction Company <br />by Mr. Moravetz. The following items were noted in regard to this work. <br /> <br />1. Work started in 1971 and proceeded over a period of approximately <br />20 months. <br /> <br />2. The amount of material removed was in excess of 2,000,000 cubic yards. <br /> <br />3. The City of Fridley had a large need for fill material, so a condition <br />of the permit was that the material be retained in Fridley. This meant <br />hauling the material to a variety of sites within the city limits, <br />often on residential streets rather than thru streets. Hauling hours were restricted from 8 to 5 in residential areas as required <br />by a city noise ordinance. Earlier hours were permitted in non~residential <br />areas. <br /> <br />5. Very large amounts of this fill were used to build up a dike and fill low <br />areas near the Mississippi River between the southern city limits on the <br />south and Interstate 694 on the north. This portion of the hauling re- <br />quired making 2 left turns across East River Road, once to cross southbound <br />traffic to get to the dump site and once to cross northbound traffic to <br />get back to the excavation site. Much of this hauling was done during the <br />rush hour traffic before 8:00 A.M. when trucks were not permitted on <br />residential streets. Flagmen were used at all crossings. Essentially all <br />trucks returning to the excavation site were required to make a left hand <br />turn across northbound traffic. <br /> <br />6. It was estimated that trucks were leaving the site at intervals of 3 to 4 <br />minutes at peak periods. <br />
