The particular problem in this case is that the <br />Razor Edge Barber Shop has erected a permanent window sign, which <br />does require a sign permit. A permit cannot be issued at this time <br />as these are signing non-conformities on the property. I informed <br />you at that time that the Council was considering certain revisions <br />to the sign ordinance that could possibly have an effect on this <br />particular situation. <br /> <br />While revisions regarding the basic signing for a center such as <br />this were not made, revisions to the sign ordinance relative to <br />non-conforming signs were made. The basic sign regulations for a <br />building such as this are attached (c. Buildings having multiple <br />occupancy). In regards to sign non-conformities the ordinance <br />now states that new sign permits may be issued when: <br /> <br />1. At least (50) per cent of all signing and/or <br />billboard non-conformities on the property are <br />eliminated prior to issuance of sign permits, <br />the new signing would add no signing non-conformities, <br />and all remaining sign and/or billboard non-conform- <br />ities are eliminated within five years of permit <br />issuance. In order to demonstrate compliance a <br />plan of existing and proposed signing and/or <br />billboards must be presented to the administrative <br />authority prior to any relocation, m09ification, <br />or erection of signing and/or billboards,and no <br />permit shall be issued until proposed sign and/or <br />billboard removals have taken place. Further said <br />plan shall include a schedule for elimination of <br />all remaining sign and/or billboard non-conformities <br />within five (5) years. <br />
