September 6, 1977

Mr. Gordon Fox
Kraus-Anderson, Inc.
525 So. 8th St.
Minneapolis, MN 55404

Re: Signing at Shopping Center (Tom Thumb)
1431-1433 Silver Lake Road
New Brighton, MN

Dear Mr. Fox:

A few months ago we met to discuss the signing problems at the above
noted location. The particular problem in this case is that the
Razor Edge Barber Shop has erected a permanent window sign, which
does require a sign permit. A permit cannot be issued at this time
as these are signing non-conformities on the property. I informed
you at that time that the Council was considering certain revisions
to the sign ordinance that could possibly have an effect on this
particular situation.

While revisions regarding the basic signing for a center such as
this were not made, revisions to the sign ordinance relative to
non-conforming signs were made. The basic sign regulations for a
building such as this are attached (c. Buildings having multiple
occupancy). In regards to sign non-conformities the ordinance
now states that new sign permits may be issued when:

1. At least (50) per cent of all signing and/or
billboard non-conformities on the property are
eliminated prior to issuance of sign permits,
the new signing would add no signing non-conformities,
and all remaining sign and/or billboard non-conform-
ities are eliminated within five years of permit
issuance. In order to demonstrate compliance a
plan of existing and proposed signing and/or
billboards must be presented to the administrative
authority prior to any relocation, m09ification,
or erection of signing and/or billboards, and no
permit shall be issued until proposed sign and/or
billboard removals have taken place. Further said
plan shall include a schedule for elimination of
all remaining sign and/or billboard non-conformities
within five (5) years.
