P.A.C.T. cont.

The two main program components are: parent/child activity center and parent
discussion group. Families attend weekly sessions, (based on the age of child),
each of which are approximately two hours in length. The fi~st hour parents meet
together in a discussion group and the children are supervised in planned activ-
ities by an instructional aide.

Parents and pre-kindergarten aged children who reside within the geographical
boundaries of the Red Oak and Valentine Hills attendance areas are eligible for
P.A.C.T. program. Any person residing in either attendance area is eligible to
use the P.A.C.T. book and toy lending library, whether enrolled in the program
or not. Sessions are offered mornings, afternoons and evenings.

Enrollment figures as of April 15, 1979 are as follows: 109 families; 132 children
and 118 adults attending the program on a regular weekly basis.

Parental feedback indicates an overwhelmingly positive response to P.A.C.T.'s
location in the Community Resource Center. P.A.C.T. has been able to actively
coordinate program services with Ramsey County Health Services, Ramsey County
Mental Health Department, Career Clinic, the Community Education's Early Childhood
and Family Education program and the High School Alternative Program.

The P.A.C.T. Program coordinates learning experiences for Irondale High School Child
Development students. Four students have assisted in the children's classroom on
a semester basis. The P.A.C.T. Program also serves as a field site for 916 Area
Vocational Technical Institute post secondary Child Development students. One
student was enrolled for a five week internship during 1979. In addition, the
P.A.C.T. center serves as a practicum site for students enrolled in the University
of Minnesota College of Education, seeking nursery school certification. The
experience consisted on a nine week participation by the student in all aspects
of the program with emphasis on the parenting discussion groups.

The P.A.C.T. Program is one of 22 pilot programs in Early Childhood Family Education
located throughout Minnesota and operated with state monies. The programs are
funded and coordinated by the Minnesota Council on Quality Education. This year's
legislature voted to increase the number of early childhood pilot programs funded
under the Council on Quality Education to 36. The Council on Quality Education
was funded at the rate of $775,000 each year of the bienniu~.

Youth Service Bureau

The Bureau provides counseling services for youth and their families who reside
in Northwest Suburban Ramsey County.
