<br />India, Costa Rica, Greece and Brazil. <br />from over 30 countries. <br /> <br />Two full-time ESL teachers, two part-time SLBP teachers, and <br />worked with the students. Students came daily to the center <br />schools, which included two senior highs, four junior highs, <br />schools. <br /> <br />In the past, students have been served <br /> <br />two full-time aides <br />from their home <br />and ei ght elementary' <br /> <br />The program emphasized receptive and expressive English language, reading and <br />writing skills, as well as cultural exposure. This program has been in the <br />district nine years. This is the first year a center has been established. <br /> <br />Early Childhood Family Education and P.A.C.T. Program <br /> <br />The Early Childhood and Family Education in-center program served a total of <br />507 parent-child twosomes during 1978-79. A peak enrollment of 191 twosomes <br />were served in the spring compared to 141 during winter and 175 in the fall. <br />Highlighting the year was the move into the Community Resource Center after <br />three years of programming using local churches. <br /> <br />Besides moving into a permanent location, the part-time staff of six has worked <br />hard to replicate the Seton Hall Preschool program from St. Cloud. Many new <br />materials and instructional aids have been purchased and quality inservices pro- <br />vided as part of the grant. <br /> <br />The program began a two year pilot Homebound Developmental Learn project in <br />cooperation with Ramsey County Nursing Services during June, 1978. Three part- <br />time visitors have visited 70 families to demonstrate creative play-learn tech- <br />niques. 15 detailed packets consisting of a toy bag and information manual have <br />been developed and monthly inservices are held at the center. <br /> <br />Approximately 500 Girl Scouts, leaders and parents have participated in badge labs, <br />specially planned sessions and meetings at the center. Arrangements have been <br />made through the Resource Center. <br /> <br />The focal point for the many faceted program is the Family Library. Presently, <br />there are 41 members who have paid $10 for the priviledge of checking out books, <br />toys, games and equipment. A large number of the checkout items have been donated. <br />A successful Toy Drive was held in December. Diane Roth, a CETA employee, has <br />been the full-time employee at the center this year. <br /> <br />Approximately 60 interested persons have visited the center to learn more about <br />the program's operation and to observe sessions in progress. Visitors have come <br />from Centennial High School in Circle Pines, the Day Care Association, and other <br />communities such as White Bear Lake, Edina and Rosemont. A Fall and Winter Open <br />House were held to share the program with the community. <br /> <br />P.A.C.T., Parents and Children Together, is a program for pre-kindergarten aged <br />children, birth to age 5, and their parents designed to support parents in their <br />efforts in raising children; to offer alternative methods of parenting techniques; <br />to help create effective communication between parents and their children; to <br />supplement the discovery and learning experiences of children and to aid in the <br />preparation of parent's and children's attitudes toward later school years. <br />
