<br />~ <br /> <br />c/' <br /> <br />. <br /> <br />APPLICATION FOR SPECIAL USE PERMIT <br />SP-86,HARSTAD-TODD <br /> <br />PURPOSE <br /> <br />To review an application for special use permit for extraction <br />and removal of natural material from property in a R-l, Single <br />Family District. <br /> <br />BACKGROUND <br />APPLICANT: Harstad-Todd <br /> <br />LOCATION: Generally west of Silver Lake Road and <br />north of Innsbruck Drive <br /> <br />ZONING: R-l, Single Family Residential <br /> <br />ORDINANCE REQUIREMENT: According to Section 11-090 d. the <br />extraction and removal of natural material <br />such as sand, gravel, peat, black dirt, <br />fill material or similar deposits in an <br />R-l Single Family District requires a <br />special use permit. Said special permit <br />shall require a finished grading plan <br />which will not adversely affect the <br />development of the surrounding land. <br /> <br />The applicant is proposing to remove approximately 9,000 cubic <br />yards of soil from Lot 20 Block 3, lot 21 Block 2, Lot 23 Block 2 <br />arid Lot 24 Block 2 of the Innsbruck North-New Brighton 2nd Addition <br />The final grading plan submitted in conjunction with the pre- <br />liminary plat for Innsbruck North-New Brighton 2nd Addition is <br />consistent with this proposal. <br /> <br />The applicant will be using the extracted material for fill on <br />lots 4 through 12 of Inn~burck North-New Brighton located south <br />of Innsbruck Drive. <br /> <br />The finished grades, site restoration plans and hauling routes <br />have been reviewed and approved on a preliminary basis by the City <br />Engineer. It appears that this proposal will not have an adverse <br />aff~ct on the development of the surrounding area and that the <br />applicant will take the necessary precautions to assure the City <br />that the affected properties will be left in satisfactory condition. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends that the Board of Review recommend approval of <br />SP-86 Harstad-Todd by waiving the reading and adopting the attached <br />resolution with conditions. <br /> <br />
