Such a road would permit access from the west <br />to the property immediately south of Lots 7-12, Block 2. This <br />alignment would also be consistent with the goals of the <br />proposed Comprehensive Plan in that there could no longer be <br />a need to access this property from Silver Lake Road. An <br />alternative to extending 27th Avenue would be for the applicant <br />to dedicate the southern portion of Lot 26, Block 2 for road <br />purposes. Such a dedication should align itself with the future <br />road on the south side of Innsbruck Drive that was considered <br />and set aside at the time of platttng the property on the south <br />side of the street. Staff strongly recommends that provisions <br />for access to this neighboring property be made at this time. <br /> <br />The location of the remaining streets generally are acceptable <br />though it may be preferable to eliminate 29th Avenue and connect <br />32nd Avenue and l3~ Street which would eliminate the two dead <br />end cul-de-sacs and would eliminate the additional intersection <br />on Innsbruck Drive. It is proposed that portions Qf l3~ Street, <br />14th Street and 27th Avenue be acquired from adjacent property <br />owners. Roads in similar locations were discussed by the City <br />Council at an improvement hearing in 1974. There was near <br />unanimous neighborhood opposition to these streets and the Council <br />ultimately did not order their installation. As the proposed <br />plat is dependent on these road locations staff feels that prior <br />to any final plat being approved the applicant should petition <br />and the Council should hold an improvement hearing to consider the <br />installation of these roads. In this regard the applicant has <br />submitted a petitiQn for the street improvements. <br /> <br />Regarding drainage, the applicant has and is working with the <br />Rice Creek watershed District in preparing a comprehensive <br />stormwater management plan. It is recommended that such a plan <br />be presented and be acceptable to the watershed District and <br />City Engineer prior to any final approval of the plat. <br /> <br />Also to be resolved is the disposition of the remaining portion <br />of the private road that runs just south of the proposed 13th <br />Street Court out to Silver Lake Road. It is recommended that <br />this private road be vacated or otherwise disposed of 'prior to <br />final approval of the plat. <br />
