Also needing an <br />explanation, Benke stated, is that part of the anger that surfaced <br />is because of the problems staff has had in attempting to resolve <br />the issues which came from trying to find the problems where <br />meters are read inaccurately; believes we are at the point where <br />we have most of the bugs out but we need to make the case to our <br />customers that this has been a necessary catch-up process and, <br />hopefully, from this point on things will be better. <br /> <br />Benke questioned the slippage of receivable amounts; Egan <br />explained that the outstanding $650,000 represents about 25% of <br />the total revenue; suggested a possible change could be the timing <br />of billing (i .e. every two months rather than a three-month <br />cycle); 15% of the total customers will go delinquent. <br /> <br />In response to Benke's inquiry, Egan estimated that $250,000 of <br />the $650,000 is delinquent; did not see turning off water as a <br />real solution, and indicated the late fee is a good incentive to <br />pay on time. <br /> <br />In response to Williams's question, Egan indicated notices are <br />left at the residence when a resident does not keep an appoint- <br />ment, and that is followed up with two mailed courtesy notices. <br /> <br />r~otion by Benke, seconded by Williams, <br />ADOPT A RESOLUTION AUTHORIZING THE <br />RATES. <br /> <br />to WAIVE THE READING AND <br />1988 WA~ER ANC SEWER USER <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Announcements and Updat~s <br /> <br />Brandt updated council on the Ramsey County Charter Commission's <br />(RCCC) activities; and reported the Ramsey County League of Local <br />Government (RCLLG) passed a resolution which stated they thought <br />it was inappropriate for the RCCC to dilute its efforts toward <br />determining whether or not a charter was appropriate by taking on <br />a comprehensive study of all units of government located within <br />Ramsey County. <br /> <br />Benke indicated his comments to Bob Butell were: the RCCC was <br />diluting its effort and losing their credibility; Benke's percep- <br />tion was that cities were not opposed to studying or evaluating <br />opportunities to consolidate joint services but felt the approach <br />was totally wrong; if the Board showed the good faith effort by <br />putting ,the proposal on the shelf and sat with the RCLLG to work <br />out what the study would involve, joint funding might well be <br />possible; and, if that came to fruition, Benke would make recom- <br />mendation to this council that New Brighton might help. <br /> <br />Williams stated there is very little, if any, good will between <br />the cities and the RCCC; apparently RCCC Chairman Faricy had <br />agreed to discuss it with all mayors before going further but, <br />apparently, no contact was made with a single mayor; Norgaard and <br /> <br />Page 20 <br /> <br />Announcements <br />~nd UB-ci9_~~_ <br /> <br />RCCC Update <br />
