<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 26, 1988 <br /> <br />Proper believes the feasibility study needs to layout various <br />options for something to take to the boards and commissions (i.e. <br />a minimum of four but not more than eight sidewalk sections); does <br />not beli€ve anything prior to the feasibility report would be <br />beneficial. <br /> <br />Benke stated we need to look at aesthetics, economic development, <br />and transportation objectives. <br /> <br />Williams did not believe any objectives had been established by <br />councilor staff for the greenway; need to start with a list of <br />what we wish to accomplish. <br /> <br />Norton stated most of the items listed in the cost of work are <br />"hands on" types of things; will be estimating a number of tan- <br />gible things; input needs to be provided by the people; would like <br />to participate in neighborhood meetings to meet with the people; <br />typically he does not identify those costs; both he and Gair ae <br />willing to attend those discussions and would provide input for <br />what a master plan for a greenway/corridor might eventually be. <br /> <br />Benke would like to see an early involvement of those concerned, <br />the results of which may be a preliminary set of objectives at an <br />early stage in the process. <br /> <br />Gair stated the Old Highway 8 Corridor Plan shows two green <br />strips; the details were left for this stage of development and, <br />to fill the gap that exists between the implementation and the <br />green lines on the original concept corridor plan, some statements <br />of goal might be appropriate; the study brings in conceptual plan- <br />ning in identifying a concept with detail; would like to stay <br />somewhat narrow in its scope yet allow for the broadening as the <br />project proceeds. Gair can see having a feasibility report being <br />done as a clean pure statement of study, inventory, and concept. <br /> <br />Benke realizes the danger of setting alternatives and then being <br />restricted by the report. <br /> <br />In this corridor, Gair stated we have a complex series of uses and <br />facilities that need to be considered in the design. <br /> <br />Brandt believes the objectives she would have personally would be <br />a little different for the County Road E portion of the proposal: <br />Old Highway 8 plan is for the future -- rather complex, and needs <br />to be very carefully designed; while County Road E's sidewalk and <br />permanent plan would depend on improvements to County Road E. <br />However, because there is a real and immediate need for several <br />offstreet surfaces from Silver Lake Road to the easternmost apart- <br />ment building (or even to entrances to Hansen Park), Brandt would <br />like to see a fast, temporary, and inexpensive solution for County <br />Road E while proceeding with the plan for Old Highway 8. <br /> <br />Brandt recalled that Williams suggested asphalt within the next <br />year or so for this highly trafficked pedestrian area. <br /> <br />Page 3 <br />
