<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 26, 1988 <br /> <br />Gair, hearing that amount of sensitivity toward the issue, indi- <br />cated there is no reason why that portion of the study could not <br />be expedited. <br /> <br />Gunderman expressed concern for getting people to Long Lake <br />Regional Park in a reasonable and safe way. <br /> <br />Williams shared Brandt's urgency on County Road E; believes Old <br />Highway 8 is a more complex and permanent study. <br /> <br />Proper stated this plan can be completed in 1988; then the city <br />can expedite selected portions in 1989. <br /> <br />Benke would be satisfied that an early product and activity of the <br />study would be to touch base with those groups previously men- <br />tioned for alternative concepts. <br /> <br />Brandt suggested we include the Windsor Green Board of Directors, <br />Birch Pond condominiums, and the apartment building owners, and <br />homeowners in the meetings. <br /> <br />Proper stated he will work with Locke to set up meetings when we <br />have some ideas to share. <br /> <br />Benke suggested holding one or two general informational meetings <br />in City Hall; and asked that the funding for the study come from <br />Cl csed Bond Fund \'ather than a tax 1 evy in 1989. <br /> <br />Motion by Benke, seconded by Brandt, to APPROVE THE PROPOSAL SUB- <br />MITTED BY ORR SCHELEN MAYERON AND ASSOCIATES AND GAIR AND ASSO- <br />CIATES FOR PREPARATION OF A SIDEWALK/GREENWAY PLAN FOR OLD HIGHWAY <br />8 AND COUNTY ROAD E AND AUTHORIZE THE WORK; AND TO WAIVE THE READ- <br />ING AND ADOPT A RESOLUTION, AS AMENDED, AUTHORIZING THE FINANCING <br />FOR THE GREENWAY STUDY, PROJECT 48832. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to Project 88-18, Proper indicated Mississippi Street <br />would be reconstructed to the full width of the balance of the <br />street, and recommended approval of the project. <br /> <br />Motion by Benke, seconded by Williams, to WAIVE THE READING AND <br />ADOPT A RESOLUTION ORDERING IMPROVEMENT AND AUTHORIZING PREPARA- <br />TION OF PLANS AND SPECIFICATIONS FOR THE PROPOSED MSA STREETS <br />REHABILITATION, PROJECT 88-18. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper indicated Project 88-23 included sewer and water main, <br />street, curbing, and surfacing lnnsbruck Estates streets; and <br />asked that it be approved contingent upon final plat approval <br />which is scheduled for the May 10, 1988, city council meeting. <br /> <br />Page 4 <br /> <br />Project 88-18 <br />MS/~ Streets <br />Rehab i 1 Hat i on <br />Report 88-119 <br />Resolution 88-39 <br /> <br />Project 88-23 <br />Innsbruck <br />Estates <br />Report 88-120 <br />Resolution 88-40 <br />
