<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />Apri 1 26, 1988 <br /> <br />Motion by Benke, seconded by Williams, to WAIVE THE READING AND <br />ADOPT A RESOLUTION ORDERING IMPROVEMENT AND AUTHORIZING PREPARA- <br />TION OF PLANS AND SPECIFICATIONS FOR THE PROPOSED INNSBRUCK ES- <br />TATES STREET AND UTILITIES N.E., PROJECT 88-23. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper briefly reviewed Project 88-26. <br /> <br />Motion by Benke, seconded by Williams, to WAIVE THE READING AND <br />ADOPT A RESOLUTION ORDERING IMPROVEMENT AND AUTHORIZING PREPARA- <br />TION OF PLANS AND SPECIFICATIONS FOR THE PROPOSED CONSTRUCTION OF <br />DONATELLE WATERMAIN EXTENSION, PROJECT 88-26. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Anderson reported the Park Board, the Long Lake Park Advisory <br />Board, and the lakeshore homeowners reviewed the design plans for <br />the boat launch and the operating plan; and indicated Ken Simons, <br />Ramsey County, was present to review the plans for the launch. <br /> <br />Benke asked if th~re were any items of disagreement that were not <br />satisfactorily resolved; Anderson believes a consensus was reached <br />of all the concerns that were addressed. <br /> <br />In response to Benke's question regarding a user fee for the boat <br />launch, Allderson indicated the Department of Natural Resources <br />said it was not possible; although Hennepin County charges an <br />entrance fee to its parks, this is just an entrance to the boat <br />launch. Anderson said the other element to consider is that the <br />City will be operating the launch for the first year; then the <br />council will determined how the launch will be operated the second <br />year. <br /> <br />In response to Benke's questions, Simons indicated the entire <br />parking lot would be included in the first phase of the project, <br />and that any dredging doesn't last and would have to be redone. <br /> <br />Simons continued that there may be a need to pond some water; the <br />bike path goes to the park proper; would start development of <br />plans immediately fOlloWing council approval; should complete <br />project by Fall 1988. <br /> <br />Benke asked about trailer parking sites; Anderson indicated those <br />spaces would be restricted for trailered boats until the other <br />spaces are filled, then they would be available for others. <br /> <br />Williams complimented Simons on his plans. <br /> <br />Motion by Williams, seconded by Larson, to APPROVE THE BOAT LAUNCH <br />DESIGN PLAN FOR LONG LAKE REGIONAL PARK AND TO APPROVE THE OPERAT- <br />ING PLAN FOR THE LAUNCH. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page 5 <br /> <br />ProjE~ct 88-26 <br />Donate11e <br />Watermain <br />Extension <br />Report 88-121 <br />Resolution 88-4i <br /> <br />Boat Ramp and <br />Operating <br />Plan - Long <br />Lake Regional <br />Park <br />~:eport 88- 122 <br />
