<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 12, 1988 <br /> <br />Motion by Williams, seconded by Benke, to WAIVE THE READING AND <br />ADOPT A RESOLUTION RECITING A PROPOSAL FOR A FINANCING PROGRAM FOR <br />A MULTIFAMILY RENTAL HOUSING DEVELOPMENT, GIVING PRELIMINARY <br />APPROVAL TO THE PROJECT AND THE PROGRAM PURSUANT TO MINNESOTA <br />STATUTES, CHAPTER 462C, PRELIMINARILY AUTHORIZING THE ISSUANCE OF <br />HOUSING REVENUE BONDS, AUTHORIZING THE SUBMISSION OF THE FINANCING <br />PROGRAM FOR APPROVAL TO THE MINNESOTA HOUSING FINANCE AGENCY, <br />AUTHORIZING SUBMISSION OF AN APPLICATION TO THE STATE FOR BOND <br />ALLOCATION AUTHORITY, AND AUTHORIZING THE PREPARATION OF NECESSARY <br />DOCUMENTS AND MATERIALS IN CONNECTION WITH SAID PROJECT AND PRO- <br />GRAM. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />1988 IMPROVEMENT HEARINGS: <br /> <br />Because two councilmembers were not present, Proper explained the <br />improvement hearings could be closed and and a motion could be <br />made to withdraw a project, but a project could not be considered <br />for approval until four councilmembers were present. <br /> <br />Project 87-6 <br /> <br />Proper updated council on meetings and discussions that took place <br />since the March 8, 1988, Public Hearing. Proper indicated Gordon <br />Rendering has minimal access so it would have the smallest assess- <br />ment; however, the owner is not in favor of the project, and is <br />opposed to turning the road into a private driveway. <br /> <br />After Proper reviewed the options, Benke asked, if the decision <br />were to postpone the project, if there is a means by which Proper <br />could basically see minimal or no maintenance rather than putting <br />a lot of money into patching potholes that will not hold; Proper <br />indicated the city will have to do minimal patching for another <br />year or two and explained this year was mild so the road is not <br />totally gone. <br /> <br />Don Trainor, owner of Printing Enterprises, stated when he built <br />his building in 1986 he was under the impression that New Brighton <br />wanted business, and, because his taxes cama in 30% higher than <br />anticipated, the estimated assessment of $24,000 is a lot for him <br />at this time and he feels the road should be fixed rather than <br />having a new road constructed. <br /> <br />Muriel Bochnak, representing Mengelkoch, stated she had no change <br />of opinion since the March 8, 1988, meeting. <br /> <br />As there were no further questiollS or comments, Williams moved, <br />seconded by Williams, to CLOSE THE PUBLIC HEARING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke stated if the businesses using the road do not wish to have <br />the reconstruction, he would ask the full council for a motion to <br />adopt a minimal maintenance plan. <br /> <br />Page 3 <br /> <br />1988 Improvement <br />Hearings <br />Report 88-105 <br /> <br />Project 87-6 <br />14th Street N.W. <br />Reconstruction <br />7:42-7:54pm <br />
