<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 12, 1988 <br /> <br />Brandt feels council is between a rock and a hard place because <br />she understands the property owners' positions but, on the other <br />hand, Printing Enterprises is a new, attractive building and she <br />is not sure as to how poor of a road one can expect. Brandt fur- <br />ther stated the city cannot afford to continue spending dispropor- <br />tionate funds to maintain the road, but some maintenance will be <br />necessary and possible and asked the owners if the road's condi- <br />tion and appearance was important to them. <br /> <br />Trainor indicated the road is important to his business because <br />his trucks use it, but feels there has been no ma-intenance on the <br />road. <br /> <br />Assuming the city provides a fair share of maintenance on the road <br />then, if that is not enough, Brandt asked if the businesses could <br />supplement the maintenance enough to keep the road acceptable to <br />them, at least for the next two years until the city sees how de- <br />velopment in that area goes. <br /> <br />Trainor stated, from what he understands, they will probably have <br />to supplement the maintenance. <br /> <br />Benke stated the city would be willing to patch as good as it is <br />able and then take a "wait and see" attitude; if fUI'ther action is <br />required, the city will get back to the business owners. <br /> <br />Proper stated that just prior to the construction of Printing <br />Enterprises, the city spent about $5-7,000 of maintenance funds on <br />the road and, if we had not had two mild Springs, it would have <br />been a totally wasted investment; the condition now is marginal. <br /> <br />Bochnak stated in 1984 she received a quote of $3,590 for patching <br />as necessary and installing two inches of overlay; at that time <br />she was willing to pay for half of that cost, but the city did not <br />want to do it so she does not believe she should be responsible <br />for anything at this time. <br /> <br />Motion by Brandt, seconded by Williams, to DELErE PROJECT 87-6 <br />FROM THE 1988 IMPROVEMENT PROJECTS. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Project 88-9 <br /> <br />Proper reviewed the staff report, highlighting the three options: <br />storm sewer down Windsor Court, almost to Windsor Way; storm sewel' <br />through Birch Pond property into Birch Pond; and internal measures <br />at Birch Pond (lIlipll in front of garages to alleviate flooding in <br />the garages) in conjunction with parking lot project at Aspen Glen <br />as a "temporary" solution until County Road E is upgraded/recon- <br />structed. <br /> <br />Williams stated he was not enthusiastic about a large public works <br />project that will cost people a lot of money, only to be torn up <br />when the road is . remodeled; pnrticularly if loc~lized treatment <br />can solve the problem in all but the most extreme circumstances. <br /> <br />Page 4 <br /> <br />Project 88-9 <br />Birch Pond <br />Condorniniumls <br />Storm Sewer <br />7:55-8:17pm <br />
